i'm anne-marie green. breaking overnight, the controversial abortion ban in texas suffered its first legal setback. a federal judge has issued an order to temporarily block the ban. the law, the strictest in the nation, bars boabortion roughly around 6 weeks into the pregnancy. texas plans to fight the ruling and laura podesta is in new york with more on this. laura, good morning. >> reporter: good morning, anne-marie. this is a fight that will likely make its way to the supreme court again. you'll remember a few weeks ago the high court declined to stop the texas law from going into but has not yet ruled on its constitutionality. for now, though, this lower court's decision stands and it is a victory for abortion rights proponents. a federal judgdge ordered texaso suspend its law banning most abortions. u.s. district judge robert pitman sided with the department of justice in a 113-page ruling. from the moment sb-8 went into effect, pitman wrote, women have by the constitution. >> what you saw the departm

anne-marie, anything to add? >> yeah, i can add a couple in. i know -- we are still kind of putting all of it together, so we'll be able to share a summary of kind of a well synthesized list and reflection soon, but i think that something that also came up is wanting to make sure -- i will say there is a little bit of differing opinions on having, you know, basically the resources to really run full systems at sites versus having the resources available centrally so that, for example, staff can be trained. i think that was one example that came up. when certain staff are hired, sites really see the value of having, for example, a family liaison who has had some type of training already from central office before reporting to their site. and if that's something that is not available, it puts the burden of training on the site. so there is a this back-and-forth between having the capacity and the resources to have that kind of operate in-house at school sites versus having the systems set up so that sites aren't kind of holding that body of work.

anne-marie: you outlined a number of issues and the president will address head-on the debt ceiling to the american people. we are hearing from senator schumer that they may work through the weekend, but this would be the senate trying to vote through what the house has passed. the issue is republicans promised they are going to block this. they don't want to have a simple majority, 51 votes for democrats to suspend or lift the debt ceiling. they want democrats to go through reconciliation and if they do that process, they need to begin today because experts say it is two weeks and treasury secretary janet yellen already said october 18 is trying to bridge the divide between moderates and progressives. the gap is $2 trillion, with senator manchin saying he want something close to $1.5 trillion. progressives say they needed to be a little bit higher at the very least, even if they are able to come down from $3.5 trillion. the main takeaway is the president gave a nod to the progressives that there will not be a hard infrastructure vote until we have a framework an agreement on a softer
