i'm ann-marie green.re going to begin this morning with yet another promising vaccine in the battle against the coronavirus. this morning astrazeneca released results of its late-stage trial. the pharmaceutical company said that its coronavirus vaccine is up to 90% effective, depending on the dosage. it plans to seek emergency use authorization from the world health organization. astrazeneca becomes the third drug maker hoping to distribute a vaccine following pfizer and moderna. meantime the u.s. has recorded 20 straight days of at least 100,000 daily covid cases. that's according to johns hopkins university. on friday, infections hit a new daily record of 196,000 cases, but there is hope. the first americans could be vaccinated in just weeks. bofta yimam is in washington. so, bofta, it is great that it looks like we have a vaccine on the horizon, but you have to make sure you don't catch the virus first. and a lot of people are ignoring the cdc's recommendations to stay home for thanksgiving. >> reporte

i'm anne-marie green. we are going to begin with fears of a surge on top of a surge in the coronavirus pandemic as people return from thanksgiving travel. americans want to get back to normal as we inch closer to a vaccine being approved. for now, the harsh reality is that cases continue to spike. yesterday, the u.s. saw nearly 139,000 new cases. since beginning of november, more than 4 million cases. more than double since october. debra alfarone, many people were warned. many people traveled anyway. what can you tell us about the new warnings now? >> they are saying if you traveled during thanksgiving, you should assume you have the virus and get tested this week. >> reporter: millions of americans are now home after a trip to see family and friends. >> everybody was nervous. >> health officials warned against gathering. many are getting tested for covid-19. >> we had a few people over just to be safe. >> hospitalizations are already at record high in 33 states. we may see a surge within a surge. >> offi

i'm anne-marie green. we are going to begin with new pushback from joe biden against president trump's refusal to accept the results of the election. for the first time president elect biden addressed mr. trump's unwillingness to concede, calling it an embarrassment. the trump administration is blocking the transition process, but mr. biden is moving forward with his plans for the white house. debra alfarone is in washington. debra, how is president elect biden preparing to take office? >> reporter: he's appointed his coronavirus task force, he's spoken to world leaders, now without that formal transition, though, the state department isn't involved in the calls with world leaders, they would normally be, and the biden team, they could take legal action but so far, they're not moving in that direction. president elect joe biden is preparing to take office despite president trump's refusal to concede. >> i just think it's an embarrassment. i think it will not help the president's legacy. >> reporter: speaki

i'm anne-marie green. well, we are inching closer to determining the outcome of the presidential election as vote counting continues this morning. and battleground states release new vote tallies. cbs news projects joe biden has 253 electoral votes, just shy of 17 or rather just 17 shy georgi, president trump is leading by a few hundred votes. a lot of eyes are on pennsylvania, which holds 20 votes. president trump's lead was 300,000 votes yesterday, but now it is down to roughly 18,000 with 95% of the votes counted. in arizona, biden's lead has shrunk to 47,000 votes, he's also up in nevada by nearly 12,000 votes. and in north carolina, the president is up by 76,000 votes. laura podesta is in washington, d.c. what can we expect today? >> reporter: good morning, anne-marie. we can expect tensions to remain high around the country as americans watch this ever changing vote tally. the president has been tweeting overnight, but the majority of his tweets are being censored by the platform for being misleading

i'm anne-marie green. well, we begin with a holdup in the traditionally smooth transition of power after joe biden declared victory in the presidential election. biden's team is threatening legal action against the federal agency overseeing the transition process. it accuses a top administrator of not freeingng up money and access to agencies. meantime, president trump has yet to concede over unproven allegations of voter fraud. deborah alfarone is in washington. why aren't administration officials cooperating? >> reporter: well, anne-marie, the person who oversees that federal agency you were talking about, her name is emily murphy, and she was appointed by president trump. the president hasn't conceded. he's continuing to vow that he's going to have his legal fight, right? so this really is unprecedented that murphy wouldn't sign the paperwork that would essentially start the transition process, but as you know, 2020, unprecedented here. president-elect joe biden urged americans to come together to fight

host: rebecca green is election law codirector at william -- william & mary ann professor of law from & mary. good morning to you. guest: how are you? host: you're here to talk about the trump campaign challenges of the 2020 20 presidential election vote. every presidential election has a timetable, but there are 50 different states, obviously, and 50 different ways to count and certify the votes, and that is the phase we are in now with eagle challenges mounted -- legal challenges mounted in several states. professor greene, how did all of these different 50 states come together? what is the end results here in december on december 14? now -- happening guest: so it's happening now is they are in the process of canvassing their votes. each state has a different deadline ranging from november 10 and december 11. on december 14, the electoral college will meet in each state and the electors will cast their ballots required by state law to be the popular vote winner in each state. those electoral ballots will be transmitted to washington. the new congress will be sworn in january 3, and
