annie yu shows us changes that have owners working hard out there. >> reporter: there is a slight breeze in the air. >> the weather is perfect and it was a great day to take a walk and have lunch outside. >> reporter: the perfect combo to get people outdoors and enjoy great food outside of tony and joe's seafood place in georgetown's washington harbor. this is great news for the owners. but as one of the hardest hit tenants, they are reminded of the damage every day. >> it was devastating. the water was this high in this restaurant and 10 feet high at nick's riverside grill, our other restaurant. so we basically had to start from scratch. >> reporter: the businesses along the georgetown water front have come along way since the massive flooding in april. the owners of tony and joe's and nick's riverside grill decided to open this outdoor seating area until the construction is completed. weather permitting, that's the key. this make-shift kitchen can only serve on nice days which hurts their business significantly. especially with the long winter months ahead. they've also had to cut down
