annmarie: tax hikes. bipartisan infrastructure, they already have the eyes dotted and the tees crossed. we have a little bit of what that could mean this morning with draft legislation from the senate finance committee but your question is just the perennial question of exactly how much taxes are going to get, and will it reach the 3.5 trillion dollars and will the moderates sign off on it? taylor: biden is holding a cybersecurity summit with tech giants today. federal spending on cybersecurity is going to be a huge tailwind for some of these companies. what do you want to hear from this? annmarie: it is not just tech companies. jamie dimon and brian monahan and a number of energy companies as well. it is on the heels of huge cyber issues in the united states. in may, there was colonial pipeline, last year there was the russian hack of solar wind. this group is going to look for the technology the u.s. needs and the infrastructure when it comes to cyber but also some five hundred thousand vacancies when i

annmarie: i guess anything could happen.y were supposed to be on vacation and then they came back for a special session. it will also be hearings and briefings between the house intelligence committees, between the gang of eight on both sides, democrats and republicans, about what exactly went wrong in terms of the situation in kabul. if they don't get the vote and potentially could bleed into next week as well. tom: annmarie hordern, thank you so much. an eventful week, to say the least. tell me about supply. we make a joke about it, but in august here, is high-yield ig asleep, or is there a lot of issuance going on? lisa: i feel like i'm falling asleep as we talk. this is a sleepy week. as much as it is august, i think there was an extra paul cast over -- an extra pall cast. everything is taking on diminished importance at a time of such uncertainty. you are seeing a slowdown in sales. a lot of people expect a record pace of issuance in the corporate debt world after labor day, and there's plenty of money set aside for tha

jonathan: a simple fix, annmarie , a simple phone call, a simple fix?rie: it depends on what opec wants to do, but if you tell riyadh to open the tap or abu dhabi to put more oil into the market, or you get in iranian-jcpoa nuclear deal done, you will see an immediate bounds in the market. that will certainly correlate price. jonathan: it will be a little more difficult to execute at this point. annmarie hordern, great to catch up in our correspondent down in d.c. in a couple hours' time, we will have an inflation report in america, and lisa, almost immediately, that inflation report were filtered through this market, but down in d.c., it gets politicized really fast. lisa: all republicans want to talk about, it says a lot. this is the key argument against the $3.5 trillion spending plan, against some of the other initiatives that president biden is going to lay out. i think the idea of trying to pin this on oil is perhaps a bit narrow, because what we are looking at is pretty broad-based price increases across the entirety of the economy, and, frankly,

annmarie: it is a good question.probably have to rely on our partners, potentially pakistani intelligence services, to understand where these people are. also, the taliban. the taliban does not want isis-k , which for the most part is an enemy, they could cooperate with the u.s.. lisa: that brings up a good point. we are now partnering with the taliban. we trust them? is there an incentive to continue to trust their intelligence? annmarie: it is a great question. the u.s. military thinks that what is happening at the airport, they can trust the taliban. general mckenzie says they believe the taliban have thwarted some attacks, but no one in washington trust the taliban. the taliban was harboring al qaeda. there is also a statement over the weekend. the u.s. and 97 other countries, mission china and russia, but the statement says they want to make sure that afghans can leave, civilians cannot leave after august 31 and they have assurances from the taliban. what are those assurances? >> another question for me, a lot o

annmarie: i think there are two things to look at.have seen the administration completely move the focus in foreign policy towards china. that was clear with the president took his european tour to the g7, nato, and sitting down with president putin. afghanistan and its place in the world is interesting. it creates this vacuum. who now goes in? you have russia with a buildup of troops. it is something that is very useful to pakistan. china would love to have leeway straight to pakistan. this is very much of a concern for an american ally, india. i would say that they are shifting their focus away from places in the middle east, the from southeast asia where afghanistan is, and more towards china. this is clearly a place we could see the likes of china or russia want to exert influence. jonathan: thank you. what a difficult moment for that country. i really difficult moment now for this administration. tom: if i was to talk to some of the people we have talked to over the years, general kimmitt with such great perspective. the thing i

annmarie: they are.re is a report that shows the approval rating on afghanistan has started to sour, where this had white approval amongst americans on the withdrawal in april, that has now dropped 15 points. as all americans, especially in age of social media, are seeing within instants what is happening on the ground. this is done to become or worrisome for the president's credibility and approval rating and could potentially paint a very dark picture over the remaining agenda for his administration. jonathan: thank you. our washington correspondent in d.c.. there are two questions, whether you stay or leave, that is a decision. how you leave is a separate discussion. whether you leave or stay, the president very much aligned with popular opinion leaves. that is been the case for a long time. how you leave is where there's been disagreement. you can start to see that come through in the approval rating. tom: it is in the zeitgeist this morning. our job is to police the zeitgeist. i do not think we are

annmarie: it is a bit mixed.ying they should get out as soon as possible because of what we had yesterday, and of courts -- and of course, the tragedy of the 13 servicemembers who were there in a humanitarian effort to make sure they could evacuate american citizens and afghan allies. others, many say we should have stayed in afghanistan for years to come. it was a security force in the region. it was also a way that you can even ion pakistan desk even ion -- keep an eye on pakistan and its military program. the president did say with the drawdown, he grouped up everyone tactically, and the military did say that they would not need bagram airbase to get out. i thought that was something interesting, and a part of the story we learned yesterday. lisa: how much pushback has there been from fellow democrats to president biden in how he has handled this? annmarie: pushback from both sides of the aisle, obviously. the democrats are still in support of the president, but there is pushback in the sense that they want br

annmarie: it is not.be honest, when you have headlines like that, you get worried at the moment and then go about your day because sometimes it just happens weekly, almost monthly. there was a shooting in washington, d.c. about two weeks ago, right by the lead diplomat. what you're referring to is the rising crime in urban areas. urban areas are led by a lot of democrats. what you worry is for the democratic party and what they are trying to do is get tougher on crime. republican see this as an opening for the midterm. tom: one more question on this, nixon did this in the early 70's. he nailed this dialogue. there is not that nixonian dialogue. annmarie: there is not this dialogue right now. but there are 14 other issues on the rise right now in washington. there is the eviction moratorium, there is covid, there are a number of other issues that this administration and republicans and democrats are focused on. jonathan: but start with the eviction moratorium, how weird is it to see the president oversee a

we turn now to annmarie hordern.k at the infrastructure bill, and what is so telling to me it is it is nowhere to be found in the debate of the zeitgeist. we had a vote. policy -- pelosi won, and it is gone. how gone is the introductory bill until september? annmarie: you make a good point. the is really prime minister is visiting today and having a meeting with the president, but we are seeing a little bit of scoop come out in terms of what the house and senate and these committees are starting to draft up in terms of language. overnight we heard about one about conservationism when it comes to natural resources. some house democrats want to spend some $30 billion. some of that, they would get that money between eleanor proteins and royalties on oil and gas and pipeline companies. as we lead into september, you're going to hear a little bit about where these democrats are moving in terms of what is going to be the detail of that 3.5 trillion dollar package. but nothing is going to be set in stone until september. to

annmarie hordern joins us this morning. annmarie: he is still in camp david.hose pictures circulating on twitter, briefing with his team virtually. that is where we know as of now where he will stay. what is critical for this administration is to make sure all u.s. personnel get evacuated from kabul. you saw the scenes of what happened at the embassy with the flag coming down on the u.s. embassy, and what we heard from the state department is that we do have all u.s. personnel, diplomats, security at the airport. to make sure they get evacuated as well as the afghani's, that a lot of american officials gave their word to get out of the country. that is the chaotic scene right now, at the kabul airport. that is going to be priority number one. jonathan: the number one question i heard asked repeatedly over the past week, whether it was military veterans or armchair generals -- they all asked the same question, how did this happen so quickly with little or no resistance? annmarie: it is a very good question. there will be days, weeks, if not years dissecting all

annmarie: it is a good point.heard from representative shift yesterday -- representative schiff yesterday, and he said in relation to the timeline that the august 31 guideline a week from today that the u.s. says they will withdraw from afghanistan, he says he doesn't think that timeline is doable, so you do see it, as you say, sucking up a lot of air in the room and really painting a cloud over these negotiations. but i would say speaker pelosi is pretty focused on making sure she's get this through -- i can sure she can get this through. president biden certainly has no focus but to focus on this issue, especially as he is getting on a phone call with other g7 leaders act 9:30 eastern time. cnn is reporting that the military says he needs to decide by today whether or not he is going to extend that august 31 extension so they can plan to make sure they are ready to draw down the 5800 troops securing the airport right now. that deadline is going to be key today. it is not anymore just u.k. prime minister boris jo

annmarie: we have to wait and see.ow the president will at least update the american people on their assessment of how many americans they have gotten out, as well as many of afghan applicants, special immigration visas, and what comes next. the deadline is something to consider. the august 21 deadline is -- august 31 deadline is important, because that is what the u.s. negotiated with taliban. you have the u.s. having security control of a capital, but you have taliban security checkpoints around the airport. so what happens august 31 if they do not have their evacuation program underway and completed? this is where things could get potentially precarious and risky, as jake sullivan, the national security advisor, had said to nbc. kailey: is this solely for the executive branch to deal with? i know the house will get an unclassified briefing on afghanistan today. they're coming back next week to deal with the reconciliation vote. will we see any action from congress on afghanistan? annmarie: congress right now just wa

annmarie: the president did not say whether he would extend it.hey really have been doubling down sure they can get to this deadline, part of that was because the intelligence community had assessed, and we heard from secretary of state blinken yesterday talking about the security situation on the ground and the likes of threats from isis-k the president, mentioned isis-k on tuesday, and today, general mckenzie said those threats still exist. they are still preparing for potentially more with either suicide bombers or a car. this is really why the situation is so, so dangerous and risky on the ground, and it is why at the moment they maintain that they want to leave with the august 31 deadline. this is what general mckenzie has said. shery: how is international community reacting. annmarie: chancellor merkel today said that their evacuations are done. the international community has been taken aback, i the very beginning of this, there was a diplomatic memo from that to seven g7, where president biden had told the u.k. prime minister that they wou

annmarie: it is a good point. do not think people view it as a waste of time, because obviously you need a number of steps in washington, d.c. in order for any sort of plans to get the legislation. that i see the point you are making -- already we see house members that are moderate democrats circulating a letter over the weekend to speaker pelosi, saying the second the senate passes this infrastructure agreement, when we are back in session, we need to move on that, and also voicing their concerns at the budget resolution, the reconciliation package democrats in the senate will begin working on before they go on recess, they say $3.5 trillion is too high for them. tom: what is the power right now of moderate democrats? it was all over the zeitgeist this weekend, a reaffirmation of what they are doing versus the liberals. what is actual power that you perceive? annmarie: their power right now is certainly in the senate in terms of the are going to have a budget resolution come to the floor, then they go out for re

annmarie: two things.e the house get called back even though they are on recess to take up these measures. speaker pelosi has made it very clear she is only doing bipartisan infrastructure deals if it comes with reconciliation. senate needs to move on that quickly but the house can come back in early to try to get things in the works. the thing i would say is you hear a lot of the fact there is quite a divide between more moderate democrats like senator joe manchin or kyrsten sinema from arizona and those of the progressive left. i do not think the democrats are going to waste this moment. what they squander a moment they have when they have control of both chambers and the white house to do something big? that is a question we need to be asking ourselves. there is going to be some hard logistics when it comes down to the three point $5 trillion soft infrastructure package. alix: the other headwind is the senate parliamentarian, who unelected still wields a ton of power and has the potential to say what ca

annmarie: some people are.or schumer said we know this will not be easy but the president of the united states speaking yesterday and i was in there when he was talking about the jobs growth, the moderation of cpi we are seeing. he seen -- he said everyone, even you in the audience, with your headlines would be impossible. but there are naysayers that say this is too impossible given the factitious environment of the democratic party. lisa: we are focused on the domestic picture because it leads discussions -- because of these discussions. the headlines that caught my attention stem from afghanistan where the taliban is making incredible inroads and seems to be taking over cities and regions much more quickly than the u.s. thought when they withdrew troops. what is the feeling? how much focus is there on this in washington, d.c. right now? annmarie: i would say there's a lot of focus. jen psaki got a lot of questions on this yesterday. you make a good point, it is in the forefront, also peace talk negotiations

annmarie: it's a good point. president outlined the reasons why he withdrew from iraq -- excuse me, afghanistan. we already heard this from the president, not just when he was campaigning as well as previously as president. but the elephant in the room and what the president failed to address was the question on everyone's mind, which was why was the withdraw so chaotic? wire we seeing scenes from kabul airport of afghani's trying to get on the hangers of u.s. military aircrafts? why are we seeing scenes from helicopters overhead at our embassy being taken to the airport four miles down the road on what seemed to be a frenzy, hasty evacuation with the american flag coming down. the president did not address that. this is what the atlantic is pointing to tom nichols writing the right to bite the bullet on afghanistan but execution of this resolve, calling it tragic and a shameful mess. the president did not address that. lisa: in popularity polls, we have seen president biden lose a bit for the first time in his p

annmarie: it is going to be an interesting balancing act for speaker pelosi.t is going to be later this evening. it is just a procedural vote on moving forward the bipartisan infrastructure agreement and the budget resolution, which is the framework to that three point $5 trillion democrat only package. tomorrow will be a little bit more of a showdown. this is where you are going to have the moderates and progressives really fight it out with mansi pelosi about how exactly this should go forward. the moderates, in their opinion piece in "the washington post" last week, saying time kills all deals. we want to move on this asap. but speaker pelosi is not there yet. speaker pelosi saying these moderates will get on board with a budget resolution, or they won't vote yes until they know that bipartisan infrastructure is going to move up the timetable. it is really all in the numbers. speaker pelosi can only lose three votes. you have nearly 100 people in the progressive caucus, and nine of these moderates. so tomorrow is really going to be the key date to watch. if

annmarie: an emotional speech but a tough one as well. statement that we are outraged but part broken got to the tone of what he was trying to convey. he talked about his son beau and the weight of these decisions from a personal perspective, but also that we will hunt you down -- he was talking to what his intelligence committee assessed combat these explosions and terrorist attacks outside kabul airport were done by isis-k. we didn't hear anything in terms of the extension of the withdrawal date. it seems they are trying to get everyone out by august 31. emily: evacuations happening as we speak. the president saying we will find isis leader's wherever they are. there is no evidence they colluded with the taliban. does what the president said explain what we have seen it all from this exit and what is america's longest war, which is still going on? >> yes, look, his focus on isis-k -- the president has basically relied on a terrorist group that uses suicide tactics, the taliban, to protect american citizens in kabul, against another grou

i want to bring in annmarie hordern in washington. what is the latest? >> we are seeing a little bit of a hurdle when it comes to the no -- to the cryptocurrency bill. it really was a domino effect. senator shelby wanting to bring an amendment to the floor which has to do with more defense spending. then you have senator bernie sanders wanting to not allow that amendment. remember, when it comes to amendments, you do need 100 senators to be on board. senator shelby saying, if my defense spending can't get to the floor, i am not going to go ahead with this new crypto amendment that earlier today really was a bipartisan effort. that is right now where we have a little bit of a hurdle in the senate. other than that, a lot of the other objectives of the plan do seem like they are getting bipartisan support. earlier, a senate aide said we could get a debate around 11:00 a.m. tomorrow. this new debate regarding defense spending and crypto currency amendment could take us a little longer. emily: this leaves language in the bill broad oversight of the cryptocurr

bloomberg's annmarie hordern, over to you.nnmarie: right now you are seeing the senate majority whip dick durbin talking. you are just on the heels of a speech from senate majority leader mitch mcconnell asked senate minority leader -- senate minority leader mitch mcconnell, who said he's very much against the $3.5 trillion reconciliation package. we will move to the vote on that framework. what senator mcconnell was saying is that every single senator on the republican side will come forward with their disagreement on the democrats' spending of this package. he cited high inflation is one of those reasons, and he said they will bring amendment. so it is hard to say what the timeline will be because we just don't know. they could be very quick. there could be a few amendments. or we could see 50 republicans come up with amendments and a could take hours. i bring you to recent memory of march, when senator schumer had the record open for one of them and taking 11 hours and 50 minutes. so it could be a short day or a very long e

annmarie hordern is on capitol hill.art one is past, what happens with the three point $5 trillion budget resolution? >> about 10 minutes ago, steven dennis saying they have begun debate on this resolution, which would then sweep in the reconciliation. this is a democrat only package to get through soft infrastructure. this is an expansion of childcare, elementary school, medic -- medicare and climate initiatives. we actually don't know a timeframe for this. it could be anywhere from a few minutes, to ours, till late in the evening. in march, the last time there was a budget reconciliation, one amendment was open for 11 hours. senator schumer became the majority senator to have been prevailed over a record amendment. republicans are going to bring amendments to the floor. this is really political posturing. and then they go on recess and september is the showdown in terms of these two bills in the house. kailey: what do we expect in the house? the senate, nancy pelosi and progressives she has to wrangle on her side. >> i
