. >> abc seven news reporter anser hassan attended that hearing and has the latest. >> good evening.out an hour ago. federal judge william orrick says he will keep the oakland police department under federal oversight. he says he will issue an order later this week outlining what the city and the police department have to do next. cameras were not allowed in court, but oakland police chief floyd mitchell was the first to go before the judge. he laid it out in very simple terms, saying many issues could have been avoided if officers just followed procedures already in place. but judge orrick says over the years, the problem at the oakland police department is a problem in leadership. the judge praised improvements opd has made, citing crime statistics are trending downward. fewer race based traffic stops, improved data collection and analysis. but marcia carpenter peterson, chair of the oakland police commission, says opd presented more of the same a list of action items that don't work. >> i am so happy that the judge was very clear that the philosophy that the chief. chief floyd mit
