as i'm looking at this, let me bring in anthony barksdale, cnn law enforcement analyst. anthony, as we always have to say as situations like this unfold, there is very little information coming out from the county sheriff, but it is a very big police presence we can see from the aerials of the scene. we know it's a maintenance rail yard -- light rail yard. when you're looking at this, can you just talk to me, what you can see in these images? >> you want to see a large response. you want to see police get resources to the scene and contain it as fast as possible. from there, you want time. you want to be sure that you're treating victims, you're triaging -- if there are those that are shot, and you have to then really look to confront the shooter. so far we've got the resources there, and now we fall into the management and supervision and execution phase of addressing the active shooter. >> things that we've seen in the aerial images that have been coming in, we've seen a lot of police tape blocking off streets. it seems like it's a maintenance real yard, so seems like i

let's bring in anthony barksdale who served as acting police commissioner in baltimore and dmitry roberts who served as a chicago police officer. commissioner, let me start with you. we know eight people were killed. the suspect is also dead. at this point what information would you be looking for if you were leading this investigation? >> well, first, i would want to know more about the suspect. i want to know was he supposed to have a weapon? how did he on tape a weapon, legally or illegally? and motive. motive, motive, motive. what made him walk in there and do this, but it sounds like he was intent on taking lives, and it's just -- it's just a tragedy all the way around, jake. >> dmitry, we still don't know how many were injured. we know eight innocent people were killed but injuries we don't know. is that unusual at this point for that number to -- to not be reported? >> well, it is unusual, jake, but nothing about this situation is usual. not only the fact that we have what sounds like an upstanding employee going and causing this tragedy, but also the subsequent things that we see

. >> let's bring in anthony barksdale who served as baltimore publish and also let's bring in former ling up in a pickup with long guns drawn. we had been told that they were just serving him with a warrant. the what do you make of it? >> it appeared to me that they were poorly organized. it looked like poor planning, and that is hat the supervisory level. the sergeant needs to know exactly what is going to happen when he gets there. what's plan "a," what's plan "b." you had mr. brown behind the wheel of a vehicle and they are hopping out of a pickup truck. from the beginning the planning clearly wasn't there. the elizabeth police chief said they had no idea that that was going to happen. when you have a situation like that, you want to have as many uniforms available. you want marked cars available. you want a bigger game plan than what we saw in that particular footage. >> elie, what was your reaction as a former prosecutor? >> i agree with what commissioner barksdale said and i'll tell you when i disagree w.with the d.a. and the sheriff's office announced the findings, they played

so let's speak now about all this with former acting police commissioner for baltimore, anthony barksdale so much for joining us again today. listening to that there, watching the video and listening to the press conference yesterday, the d.a. essentially argued that virtually, once you start the engine of the vehicle, regardless of the direction you're going or speed, that that's a deadly weapon and, therefore, deadly force is justified. i'm curious, in your experience, is that proper police procedure? i know some police departments actually have rules against shooting at any moving vehicle. >> i have no idea what he's talking about. if that's the stance he's going to take, then we'd have a lot more citizens being shot by police officers. his take on everything is very disturbing to me. >> so what can the family do now, given what you just said. we know they're calling on the justice department for a federal investigation. is this the end of the road for them in this jurisdiction? >> it could be the end of the road, because it's very clear that this da is now acting as a defense attorney

. >>> joining us to discuss is anthony barksdale, former acting baltimore police commissioner. mr.m sure you had a similar guttural reaction to watching that. the police, according to the family, told them that greene died in a car accident. i'm going to read from the official report that they gave after this. it says that greene was taken into custody after resisting arrest and a struggle with troopers. a short time later, greene became unresponsive and transported to the glenwood medical center. died en route. are there any penalties either legal lly or administratively f officers filing what is at least a misleading report, possibly a false report in describing the circumstances of this? >> a false report by a police officer should lead to their termination. that's plain and simple. if you can't trust your officers to tell the truth in a written statement or verbal statement to their supervisors, to their executives, to the citizens who count on them and believe in them by doing what's right, then they shouldn't be on the job. and i agree with the mother that there's been a lack

i want to bring in the president of the bar association and anthony barksdale who served as police commissioner in baltimore. up until now the public has seen only two videos that give us any glimpse into the scene. there's the surveillance video showing deputies and a pickup truck on their way to brown's home and the aftermath which shows several deputies surrounding brown's car which is not moving. this case is not helping law enforcement build any community trust. anthony, do you agree? >> i agree 100%, jake, 100%. this absolutely impacts police legitimacy in this community. how can they trust the police, believe in the police, support the police when we see things like this going on in their community. i think it is really significant and i think it is horrible to see occur. >> c.k., as an person, what do you make of the judge's decision to only allow the family to see what's deemed relevant video that's fewer than 20 minutes. nearly two hours of footage that exists? >> well, i think the lack of transparency in general and the release of the footage is not good at all. i wish the judge had

with us now is cnn law enforcement analyst anthony barksdale. and thank you so much, sir, for being with us. i know you've been with us all morning long since this news first broke. as this investigation is unfolding, what questions do you have right now? what stands out to you? >> what really stands out to me is that it appears the law enforcement and public safety effort at the location really seem to have their act together. this didn't just, you know, happen. they had to train, they had to work together to form what i called packages to go into this location, take care of victims, get them out. now they're coordinating to work, to get more information to the victims' families. i just want to say i'm seeing a lot of solid work from that public safety effort there. unfortunately, we've lost more citizens to gun violence but they seem to have done a good job today. >> however, we don't know exactly how long it took for law enforcement to respond, and what has stood out to me, again, is the location, which i emphasize there with dan i'm on the s
