a little later this morning chief anthony batts is going to talk about his plan to reorganize his department and those changes are going to happen very soon. this weekend, in fact. now facinga current deficit and budget cuts chief batts says the department needs to be reshuffled because it's losing officers and currently has 200 fewer than it did almost three years ago right now 638 officers are on staff compared to 832 back in november '08. just last july budget cuts forced 80 officers to be laid off. even worse attrition has them losing six sworn pernesonnel fo the next two years. on the website chief batts posted a letter to community members. in it he writes -- now, what this means exactly and how this is really going to affect public safety, we'll wait to hear what he has to say about his plan. seven months ago chief batts addressed his shrinking staff and how it affected the homicide rate. >> my focus was to reduce to 60 from 109 last year. i thought we were pretty much on target until we had to do the layoffs. >> reporter: there turned out to be about 90 homicides in oakland last year

and today, anthony batts went before us at a press conference and said he has a new plan. he said that he had seen redundancies within the oakland police department and wants to make officers generallyists instead of specialists. -- generalists instead of specialists. he says crime is on the rise and the oakland police department doesn't have the capacity to deal with the number of homicide investigations which are much higher than in other cities. so what he has done is propose a criminal investigation unit -- there is one that separate units for homicide, robbery and assault and the new plan is to make 22 officers who will span across the three categories not just one. additionally he plans for opd to split its bureau of field operations into two separate bureaus and each bureau will have its own deputy chief police officer so they are better able to serve the unique needs of each bureau. he also proposed the chief lead a standards and complaints unit and stressed the importance of residents giving tips to the police saying how important those are especially in recent mo

i just heard from cynthia perkins, the assistant to anthony batts.he said she may be able to talk to me better -- later on this morning. >>> the letter was in response to this letter right here, a source gave me this letter. it's from the police union's lawyer to the city -- to the department of employee relations. it basically says that -- it's accusing the chief of hiring chief jeff godown. now, last week, chief batts announced he was hiring jeff godown as deputy chief. he used to be the interim chief in the bay area. he came toot bay area when george gascon game the -- to the bay area when george gascon became chief. they say godown had been hired without any prior notice to the opoa. that's because they say it violates a memorandum of understanding between the police and the union. and it also says there's no institutional recollection of a deputy from being hired from the outside ever before. now, in response to what the union has said. i got a letter via cynthia perkins from the personnel office saying that chief batts was well within his manag
