a little later this morning chief anthony batts is going to talk about his plan to reorganize his department and those changes are going to happen very soon. this weekend, in fact. now facinga current deficit and budget cuts chief batts says the department needs to be reshuffled because it's losing officers and currently has 200 fewer than it did almost three years ago right now 638 officers are on staff compared to 832 back in november '08. just last july budget cuts forced 80 officers to be laid off. even worse attrition has them losing six sworn pernesonnel fo the next two years. on the website chief batts posted a letter to community members. in it he writes -- now, what this means exactly and how this is really going to affect public safety, we'll wait to hear what he has to say about his plan. seven months ago chief batts addressed his shrinking staff and how it affected the homicide rate. >> my focus was to reduce to 60 from 109 last year. i thought we were pretty much on target until we had to do the layoffs. >> reporter: there turned out to be about 90 homicides in oakland last year
