transportation secretary anthony fox was announced new rules at a press conference in washington.verything from how thick the walls of the tanks need to be to the types of braking systems these cars must have. it's an expansive order from the obama administration, but the order also does not go nearly as far as many people had hoped. for example, that oil train in castle ton north dakota included the do it 11. we've talked about the repeated failures of that kind of car. the do it 111 was also involved in a derailment in quebec. under the new rule that specific tank car involved in these derailments which has a repeated record of failure, that specific tank car under the new rules can stay on the tracks for three more years. this is the tank car model the oil industry upgraded to. it's seen here going up in flames and dumping its contents in lynchburg, virginia. that newer tank was involved in problems in west virginia and illinois earlier this year. under the new rule that specific tank car involved in these derailments can stay on the rails even longer. it can stay on the rails

trooper anthony raspa's young life cut short after a tragic accident in monmouth county earlier this morning. fox9's brad sat 10 is live in hamilton township. heavy hearts for state troopers in new jersey reporter: yeah, joyce no doubt about it. trooper raspa was based here. this is troop c. he was killed about 5 miles from here today at this hour flags are at half-staff. he was remembered today as determined, enthusiastic energetic and kind. it was a freak tragic accident a deer caused the crash that took new jersey state trooper anthony raspa's life early saturday morning on a routine patrol on interstate 195 in monmouth county, his cruiser hit that deer lost control ran off the road and slammed into a tree. it was the only vehicle involved. daylight tells the story of what happened. the 24-year-old trooper who had graduated from the police academy just 19 months earlier lost his life. his partner and passenger 29-year-old gene hong was treated at robert wood johnson hospital for cuts and a neck injury. he's now recovering. trooper raspa lived with his parents about 30 miles to the north in hig
