[applause] i would like to particularly thank the members of the press club for this opportunity to speak i am honored to be here at this public deliberation. my final term as mayor in los angeles will come to a close in less than six months. with each passing week i take another stab toward what one would call a transition from who's who to wiki. [laughter] now, the sun may be setting on my administration. but i am not riding off into the sunset just yet. the agenda is still packed with challenges and many of those pressing challenges will demand action. top among them is immigration reform. there are a few more fundamental questions that we face than who we welcome to our shores, how we secure

[applause]before becoming los angeles's 41st mayor, public service came early to antonio villaraigosa. during his youth he became a farm worker, volunteer and activist leading student walkout. this led him on a path, taking into the state assembly, city hall and the inner circle of the democratic national committee and he chaired the 2012 convention in charlotte. regarding the topic of immigration, mayor antonio villaraigosa has said the time is now to pass comprehensive immigration reform. he has slammed congress for doing nothing on the issue, yet sunday on "face the nation" he said he was heartened that the public and senators john mccain and others have been discussing solutions, but given the country's current fiscal food fight is it realistic anytime soon? republican senator marco rubio think there is a way and said so this past weekend in "the wall street journal." with trial balloons coming from senator rubio and others, how does the mayor feel about the host of federal and state initiatives on immigration? it is not the only topic on the mayor's agenda. he is been discussing

those are also big priorities for los angeles mayor antonio villaraigosa. he joins me now. with you and john and kate, as well. >> mayor, you sent a letter recently to vice president biden as he was working on his gun control proposals. you had some suggestions for him. what did you say? >> we need universal background checks. 40% of all the gun sales don't require a background check because they're private sales. we need to toughen our gun laws. we need assault weapons ban. we need to make sure that we deal with gun trafficking and what they call straw purchasers. these are people that buy guns legally because they can and sell them to someone who shouldn't buy a gun, a criminal or someone mentally ill. those are some of the proposals. there were others, as well. >> mayor, you are the also the outgoing president of the u.s. conference of mayors. we often talk about here in washington, we talk about the federal government and the president getting along with congress and what the federal government should be doing. what do mayors across the country want to see from presiden

right now, los angeles mayor antonio villaraigosa. he talks about immigration, gun control, and the federal debt ceiling. >> immigrants must takes personal -- must take personal responsibility for their action, but as they do, we must provide a meaningful path forward to become full members of american society. we have every right to enforce our laws and protect our borders. but we must balance this with the need to encourage the aspirations of america's immigrants. these are the principles that the american people through their support behind in november. these are the principles that must dive immigration reform in the coming months. with these principles in mind, we need reform built on the following six policy pillars. one, a pathway to permit legal residency and citizenship, for the 11 million undocumented immigrants must be at the core of reform. two, legalization should be earned, but not unattainable. it should be a process, not a punishment, to include a criminal background check, and the payment of back taxes. 3, family unif

joining us now is the mayor of los angeles, antonio villaraigosa.osals to the vice president of this task force. any proposal you made that didn't make the cut? >> first of all let me just say something -- repeat what the vice president said. we actually have to attend funerals. we actually have to talk to families who have lost a father, a mother, a brother. that's the difference between mayors and members of congress. this isn't ideological or abstract for us. this is real. we lose tens of thousands of people, primarily young men, primarily people of color, every year to gun violence. and we've got to do something about it. we don't have to do something that violates the second amendment. but we have to do things that are safe, that are responsible, that are practical and that move the country forward. that's what the mayors are advocating. >> is there something you wanted the vice president to include in these proposals that didn't make it? >> what i'll say is this -- i think some states will go further. california will, as an example. >> give me
