it's much appreciated. for us the biggest chew of sb54 is not the being able to investigate with law enforcement officers. since 9/11, we have done a great job of opening up the communication at the local, state and federal level and addressing our shared threat. and in communicating with ice, we were able to address the threat of getting criminal offenders off our street. we had a program in orange county, but we were able to screen all our inmates. and some of those people that we were able to identify were people that weren't even yet on ice's radar because they were just new to the country. and so we were able to put them on our ice's radar and get them out of here. back in october of 2016, a 21-year-old that was in jail on child molestation charges. we screened that person and we were able to alert ice, and now that person is serving time and will be out of the country. but that goes away with sb54. and we're not able to talk. and that is not a good thing. we need to address those shared threats. so we

i appreciate this. we all appreciate it very much, chief. thank you very much, commissioner covington. as commissioner covington added up the years in terms of retirement, what we all pretty much understand and realize is the amount of years of experience that goes along with this. it's interesting that during the time -- and i appreciate chief when you narrate some history. in terms of your reference in terms to mayor lee and our hiring plan. because subsequently before that, commissioners, in the year '82-'87 when we didn't have a class during that five-year period, no class during that five-year period, we as a commission in the department can never go through that every again. we are paying the price of that in some ways. it's interesting in terms of statistics when i hear numbers like 190 members might be about 55 years old or over and such. what it tells me come parrive to the good -- comparative to the good old days they stayed past certain years. when i first came on the commission, it was quite common to run into members that did 30

appreciate that. now i want to talk about rural water projects. this is an issue that senator danes also brought up. he said $50 million for black feet water settlement to take into impact, to use his numbers. we've got a project in central montana. we have a project in northeastern montana. when i was first elected to the state legislature in 1998, these were $100 million projects total. now they're north of $300 million projects total. fy '17, there was 84.6 million, which wasn't near enough. in fy '18, there's 120 million, which isn't near enough. your proposal is 33.9. black feet is going to require 50 in and of itself each year moving forward. we've got north-central water project that's 75% unfinished that's going to get just under $4 million. how can this budget be -- we're talking water infrastructure. we're talking about living up to our responsibilities. we're talking about making sure that these projects get built in my grandkids' lifetime because at this rate, they're not. how do we justif

this is an issue i've been working on for many years and i appreciate both you and president trump's recognition of critical minerals that are essential for our economic the security. there are some reductions until the budget that i cannot support. one example is with the state of alaska and our alaska natives who are still waiting for the department to send billions of acres to their state hood. conveyances to those who have already waited far too long to receive title to their lands. alaska also has one-half of all federally recognized tribes. the bureau of indian affairs provides essential programs for the american indians. i'm concerned by many of the proposed reductions to the bia. some of the programs that i will note with concern are the proposal elimination of the tribal courts program and small and needy tribes program to provide critical resources to some of the poorest and most remote villages in alaska. we had an opportunity to have the president's nominee for assistant secretary to the bia taurus sweeney come before us. and it was made clear that we have high expectatio

i know that you're very passionate, and i appreciate all you're doing and i appreciate all that the port staff is doing because we're doing exceptional with our lbe goals, but i'm really trying to understand what we can do differently because besides talking to newly certified firms, we have a pool of firms that have been certified for years that we're still not doing business with. so i'm trying to figure out what the port can do -- and i understand that the cmd is doing things different, but i want to understand what the port can do to ensure that when we have those projects -- these huge projects in the waterfront, that is historically african american communities, and the african american community is continuing to dwindle and dwindle because they're not getting jobs. so i want to know what can we do now that our focus is finally in the southern water. we have this one, which is a $7 million contract. we the next one, which is a $5 million contract, but yet, we can't get any african american firms on these contracts. and so i'm just asking -- and you don't have to tell me today becau
