it's much appreciated. for us the biggest chew of sb54 is not the being able to investigate with law enforcement officers. since 9/11, we have done a great job of opening up the communication at the local, state and federal level and addressing our shared threat. and in communicating with ice, we were able to address the threat of getting criminal offenders off our street. we had a program in orange county, but we were able to screen all our inmates. and some of those people that we were able to identify were people that weren't even yet on ice's radar because they were just new to the country. and so we were able to put them on our ice's radar and get them out of here. back in october of 2016, a 21-year-old that was in jail on child molestation charges. we screened that person and we were able to alert ice, and now that person is serving time and will be out of the country. but that goes away with sb54. and we're not able to talk. and that is not a good thing. we need to address those shared threats. so we
