the division of apprenticeship standards recently released new apprenticeships guidelines that recognize a new occupation fatah vo-tech installer as a craft and new apprenticeships opportunity. that was announced last week and we have been trying to collect information and better understand how it affects our projects. what i can report to you so far is that it is generally a positive good first-that will help the city help californians build a future work force for the photovoltaic industry, but it's just a first that. we sat down with members of the division of apprenticeship standards. just this morning, to understand what the going forward steps are. they indicated to us that they have received from unions and trade associations applications for apprenticeships programs. seven distinct applications have been submitted and they are anticipating one more. it will take between six months to one and half years to approve these programs for this new classification. between the six months to one- and-a-half years before there would be anyone to employ at a job site under this new occupatio

we have placed well over a thousand folks into 26 apprenticeships. we have hit every apprenticed in this city. recovered them all. we represent about 44% of the folks going into the apprentice trades through city build. we have perfected the training. both of our heads of done a tremendous job. we have operated on a partnership model. it operates with four anchor cbo's. we started with 15 and realized that was too many to get the quality we wanted. we went to a comprehensive rfp process to get our core group. our core group has settled on m -- settled on mission hiring hall and others. all is done to city college to ensure folks who are wanting to go back to school can do that. city bill is a credit-bearing program. the places or points of recruitment or entry to get into construction have also expanded. not only do we have those four cbo's, we also have expanded our one stop system to include a total of 51-stops across the city. we have one in chinatown with self-help for the elderly. we have one in visitation valley. we have a partnership with hsa,

to get around that problem some companies are following a centuries-old tradition: apprenticeships. anna olson takes us to northrop grumman's apprentice school for shipbuilding. >> reporter: kimberly jarvis is learning how to build parts that fit into aircraft carriers and nuclear submarines. >> this is a theory class we go through the apprenticeship program where we learn how to put different angles and bends into the pipe. >> reporter: jarvis is one of more than 700 students enrolled in northrop grumman's apprentice school. apprentices in this program are full-time, paid employees who also take academic classes at the shipyard and local community colleges. >> i realized that i could be a better asset to the company coming through the apprenticeship program, and so far, it's going awesome. >> reporter: the apprentices here are learning skills like pipe fitting and surveying-- skills that, for many, could lead to long term jobs. 70% of all northrop grumman apprentices are still with the company 15 years later. >> we remember when there were apprentices learning to be gun smiths and

. >> i am here to request a release of reserve funds for the sheriff's apprentices -- apprenticeships program and maritime internship program. your budget analyst did a good job describing the beginning and evolution of the development program. we initiated the program in 2005 with the board of supervisors for $150,000. we went out for a selection process and selected the san francisco converts -- conservation corps. under a new contract with the conservation corps that brought the number from 50 to 20. last year, working with the budget and finance committee, the port notably expanded on this program to include several other aspects. the california maritime academy internship program, also won reserved. the interns at the heron's had parked, apprenticeship program, and building enhancement training programs at pier 70. the collaboration between the committee and port staff resulted in the program expanding from 150,000 in 2005 to a budget proposal $700,000 serving low-income and young adults and disadvantaged residents. skill sets offered range from landscaping and recycling to ship

if you chose to affiliate with the roofers version of this apprenticeship program, you would be graduating in to a union referred job. >> the symbolic importance of that is it does not seem any one union owns photovoltaic work. >> certainly for the smaller projects, that is what the state staff told us. president vietor: it seems like there's an opportunity to emerging, and i don't know lot about this, but there might be a new union formed around pv in dollars because of the rapid growth in this field. is that right? >> what state staff told us today is that for larger projects, they don't see the apprentice maturing into a solar-specific trade or craft. it -- you sort of mature into getting more specific on a ground-mounted solar project in the desert. they expect all the different trades to be represented on those job sites, all performing their traditional scopes of work. just because the projects are so large. they said that they see this pv installing occupation to be more on a rooftop, 250 kilowatts or smaller. it would not of its own become a full separate trade. president vietor: a

i wanted to do an apprenticeship. and i thought if you were going to do an apprenticeship, why not do it in the south and why not in mississippi, which was the most contested, most recalcitrant state? and i got down there, and he was not the editor of the new liberal state times. he was the assistant to the editor, to the famously racist fred sullens, editor of the famously, viciously racist jackson daily news. so i had come 1,100, 1,200 miles and had no job and did not want to tuck my tail between my legs, having told everybody in cambridge that i was going to be a star reporter in mississippi. they found a job on the smallest daily in the state, which was in west point. and i went over there and, in a way, had a magnificent year. i learned so much. a small town, a completely different experience having to learn how to deal with ordinary people and seeing the complexity of ordinary people and working in alien circumstances, something that served anybody who covered civil rights well and, later, vietnam well. i mean,

in austria, australia, germany and switzerland 1 in 4 provide apprenticeship. in england fewer than 1 in 10 do. [inaudible] >> that's got to change. [laughter] >> that's got to change after 10 years of a labour government. last year, my right honorable friend the minister published a skills strategy and confirmed the largest ever expansion in adult apprenticeship. today i'm funding another 40,000 apprenticeship for young, unemployed people. there are currently only 1,500 higher level apprenticeship across the whole of england. this budget provides for 10,000 more. that brings a total of 250,000 more apprenticeships over the next four years as a result of this government's policy. a government backing must work with real trading security and more growth. mr. deputy speaker, we shouldn't talk about those at the start of their working life without also talking about those who are coming to the end of their working lives and looking for retirement. i'm very proud that it was this coalition government that withstood the decision for the safe pension to earnings and
