the appropriators do their job. senator mikulski, senator cochran and others, they work out their differences. but we simply can't get them voted on on the floor. and people will say, well, why can't you? well, because it requires 0 votes -- well, because it requires 60 votes. you've got to overcome a 60-hoat vurdle in order -- 60-vote hurdle in order to even get to the appropriations. so we haven't voted on a single appropriations before the fiscal year end, which is september 30, coming up this week. no way to run a railroad, much less a government. by the way, the government that has the biggest budget of any government in the world, the government of the greatest nation in the world. we can't even bring these individual spending bills up here for a debate and a vote. it's just wrong. and, again, when you don't do that, what you don't have is the oversight. and i would think both sides would want to have oversight over these agencies and departments. so you understand what's working, what's not working. so that t
