last night the appropriations committee which senator cochran chairs released the 2018 omnibus appropriation bill. it includes a proposal that i feel very strongly about, and i'm grateful to him and all of our colleagues for their support, but i particularly want to acknowledge the advocacy of the majority leader, mitch mcconnell, to make sure this provision is included in the omnibus bill. the house will soon vote on the omnibus and then i hope we can quickly follow suit here in the senate. the provision i'm referring to is called fix nics, short hand. nics of course is the national criminal instant background check system, and it's a response, i think a reasoned and reasonable response to the shootings that have appalling occurred in our schools or churches and in our public spaces. just this last week, a gunman opened fire at a high school in maryland just not far from here. and, of course, the shootings that occurred in florida, texas, nevada, charleston, south carolina, and elsewhere. madam president, our constituents are frustrated, frightened, and fed up. they want us to do something.

appropriations subcommittee, we have secured increases in funding for v.a. programs that are important to my constituents. on a daily basis, my staff and members of congress staff across this country try to help veterans navigate the v.a. bureaucracy. no secret the claims process at the v.a. is far too slow. we try to help veterans with their claims and expedite the process when possible. we have won countless battles and helped constituents to get the care and benefits they deserve. one of our responsibilities as members of congress is to listen to these veterans when they tell us there is still more to be done to help fix the system. in 2016, a group of veterans brought us a disturbing problem to my attention concerning individuals who are deliberately stealing money from veterans and the v.a. without fear of criminal punishment. i started to hear story after story about people advertising their so-called services so veterans' claims for a fee -- so that veterans claiming that for a fee they could help veterans obtain certain v.a. benefits or expedite exis

we are encouraged to hear about the appropriations bill. a handful of states use voter technology with a paper audit trail. they are reliant on the machines because the records only exist in the machine. to be clear, we have seen no evidence that voting machines or election results have been manipulated or compromised in any election. but election officials must relay and vigilant. -- must remain vigilant. understanding these risks is important, but we should not overlook the safeguards to protect the technology. there are thousands of jurisdictions and thousands of thousands of voting. the diversity and sheer member of precincts and machines. -- machines creates obstacles to a large scale hack. voting machines themselves are not connected to the internet, making them less susceptible and results release said are not the official results. every state and local jurisdiction conducts a canvas of results several days after to complete the official tale of -- tally of results. they are doing post election audits and many more considering risk a

whitehouse summarized the spending in these two appropriation ordinances. the board of supervisor add min code so they get overtime approval before they spend the overtime money in their budget. this year three departments are coming forward, police, sheriff and emergency management. in the case of police both at the airport in their general fund budget and the sheriff, the overtime is being funded through salary savings. you can see that on page eight of the report and page 11 of our report in both cases it does indicate that the budgeted positions are higher than the actual number of positions they currently have working. with emergency management they state the overtime expenditures are due to staffing up to meet the call volume and some attrition in their positions with public-health, as mr. wagner has been talking about, this is not overtime but needing permanent positions. spending for temporary and per diem positions in the permanent positions to meet the census and in both cases we do recommend approval of the ordinances. >> thank you. i want to go
