as appropriators we might like that. as legislators in other areas you might not, so i think there needs to be leadership, give and take on the appropriate structure going forward. none of that should take away, number one, the rule itself is bringing to the floor an extraordinarily important product. we don't get that product passed here on a bipartisan basis and in the senate on a bipartisan basis by midnight tomorrow night, both parties will have participated in shutting down the government of the united states. i don't think that's something either of us want to do. as a matter of fact, each of us have tried it once or twice and we now know it's not a very productive way to proceed, so i think we have an opportunity by passing the rule and i urge the passage of the rule and then the underlying legislation to do some really good things for the american people, to fulfill our obligations, and to show we can govern. with that, mr. speaker, i, again, want to thank the chairman for his generosity in terms of time. want to

last night the appropriations committee which senator cochran chairs released the 2018 omnibus appropriation bill. it includes a proposal that i feel very strongly about, and i'm grateful to him and all of our colleagues for their support, but i particularly want to acknowledge the advocacy of the majority leader, mitch mcconnell, to make sure this provision is included in the omnibus bill. the house will soon vote on the omnibus and then i hope we can quickly follow suit here in the senate. the provision i'm referring to is called fix nics, short hand. nics of course is the national criminal instant background check system, and it's a response, i think a reasoned and reasonable response to the shootings that have appalling occurred in our schools or churches and in our public spaces. just this last week, a gunman opened fire at a high school in maryland just not far from here. and, of course, the shootings that occurred in florida, texas, nevada, charleston, south carolina, and elsewhere. madam president, our constituents are frustrated, frightened, and fed up. they want us to do something.

whitehouse summarized the spending in these two appropriation ordinances. the board of supervisor add min code so they get overtime approval before they spend the overtime money in their budget. this year three departments are coming forward, police, sheriff and emergency management. in the case of police both at the airport in their general fund budget and the sheriff, the overtime is being funded through salary savings. you can see that on page eight of the report and page 11 of our report in both cases it does indicate that the budgeted positions are higher than the actual number of positions they currently have working. with emergency management they state the overtime expenditures are due to staffing up to meet the call volume and some attrition in their positions with public-health, as mr. wagner has been talking about, this is not overtime but needing permanent positions. spending for temporary and per diem positions in the permanent positions to meet the census and in both cases we do recommend approval of the ordinances. >> thank you. i want to go
