in the appropriations committee, we have been working very hard. senator shelby's staff has, mine has. we've given up a lot of time with my colleagues, and for all good reasons, ready to go home for the holidays and recesses and everything else. many of us stayed here working on those appropriations committees, but we couldn't bring the bills up. now, the republican leader, the majority leader, could have brought up any one of them at any time he wanted. we could have done it if one had a time -- in a one-hour time agreement, have an hour for amendments. after all, republicans in the majority have nothing to fear about that. if they don't like an amendment, they can vote it down. if there is something they don't like in the bill, this would give the senator from utah and everybody else a chance to read each one of these bills. if they don't like it, bring up an amendment to strike it. that could have been done. it wasn't, and one of the reasons it wasn't done, we had to take up senate time to day after day after day put through nominees mostly back

you've gotten to the top of the appropriations committee and we should all remember that's quite an achievement. not very many appropriators have ever reached the level that you have reached. i would prefer a republican majority to a democratic majority but if we are going to have a democratic majority i couldn't think of a better person to chair the subcommittee excuse me, the full committee and i see that for a couple of reasons. first i had the opportunity to work with you and both chairman and ranking member and i'm proud on four occasions we finally got to the final negotiations with our colleagues in the senate and we were able to vote for the passage. i know members of the committee know we are working with our colleagues on the hope we can achieve a bell while all of us can move ahead and we certainly disagree pretty sharply on certain issues. you've always been someone who has been willing to work together and find common ground and i know you will continue that characteristic in the role that the full committee chairs. the second reason is i do know who the favorites subcommittee ifav

when you also look at it, you can see the powerful lawmakers, the ones on the appropriation committee writing the spending bills, are getting the lion's share of the loot. you want to make sure you have a system in place that takes care of the needs of all lawmakers. you should not have earmarks to private companies. that has issues there. we saw lawmakers that traded their thin stripes for prison stripes. we saw the bridge to nowhere. you need to have some of these criteria and place. we also thought -- saw the government accountability office should evaluate 5% to 10% of earmarks each year to kiev they are returning -- to see if they are returning or performing as intended. there were 9000 disclosed earmarks for fiscal year 2010. it's not like they were not -- that huge amount that went up in the early 90's from three thousand, according to congressional research service. 3000,need to get -- according to congressional research service. we need to get controls in place if we return to the earmark era. i'm -- i'm not advocating for it, but there are problems that need to be addressed.
