requested level by hundreds of officers, even though the requests had been fully funded by the appropriations committee. what has presented the department from hiring the requested and subsequently enacted number of officers? chief pittman: yes, sir. i would say primarily during the 2020 covid-19 pandemic, there were significant challenges for u.s. capitol police to fulfill its staffing requested that was requested in certain years. the u.s. capitol police trained their offices at the federal office training center in glencoe, georgia. at the time of the pandemic, where we have our training facilities, were closed. u.s. capitol police had to mitigate being closed. we had to suspend several classes. we had to transition. sen. braun: that makes sense for 2020, but weren't you struggling in 2019, as well? chief pittman: if i may pause because i was not in this role at that time and turn to one of my counterparts? mr. braddock is the chief administrative officer for the department, and in 2019, there were challenges of competing with other departments, as well as what was going on for 2020. sen. braun: tha

i know you're on the house appropriations committee.appetite in the house for this rather large bill that the administration is putting forward? >> yeah. well, at this point, jon, it's not an infrastructure bill, it's a spending bill. only about 6% of that bill actually goes to roads and bridges. only 2% goes to things like locks and dams which are absolutely crucial for states like iowa, right on the mississippi river. and only about 5% of that bill actually goes to broadband. the rest of that bill is just a trojan horse for green new deal policies which would absolutely hurt iowa. there's been a lot of false narratives, actually, about the number of jobs that this plan would create, and i think the biden administration needs to spend less time building up false narratives and more time building bipartisan policies that will actually bring us to the table, work together and build our roads, bridges and infrastructure in this country. jon: pete buttigieg, the transportation secretary, last week was saying 19 million jobs as a result of

i voted for it as a state legislator and as a member of the house appropriations committee. and let me tell you, i think i can work with pete buttigieg. i spoke to him the day he was nominated. we have been trading phone messages for the last three or four days in an effort to talk about this bill. i think pete and i could come one an infrastructure bill. what the president proposed this week is not an infrastructure bill. it's a huge tax increase, for one thing. and it's a tax increase on small business, on job creators in the united states of america and, chuck, you made a statement that i just have to wonder about. you said, it seems the administration is more eager to have bipartisanship than members of congress are. how could the president expect to have bipartisanship when his proposal is a repeal of one of our signature issues in 2017 where we cut the tax rate and made the united states finally more competitive when it comes to the way we treat job creators. he reverses all that. a and i'll tell you what, he says no one will pay extra taxes if they make less than $400

>> the most important congressional committee working on this is probably the appropriations committee, who is getting ready to release a supplemental spending bill to essentially throw money at the capitol police and at hardening the capitol complex itself to try to make this entire complex a little safer. we know from the problems vaughn laid out that the capitol police need money to do things like professionalize their civil disturbance unit, make sure they can train together full time and that's a unit full of the best if something like this happens again. but the ig laid out what he said is the single most important change that money could be used for and that's beefing up the intelligence bureau of the capitol police department. take a listen to some of this testimony. >> we need an intelligence bureau. right now it's considered a intelligence division. it needs to be a full service, comprehensive bureau. with that said, they need additional training within the analysts who are going through the intelligence as it comes in, being trained to read it, understand it, disseminate it.
