and as a long-standing helping of the appropriations committee, i am proud of the would, that the appropriations committee has done to meet the needs of this nation. as the senior senator from new hampshire, when i talk to small business owners, educators, health care professionals, commun leaders across my state, it is unfortunate that not all of the needs of our state are being met. and for years new hampshire, like most small states in this country, has received among the lowest apportionments in the country from formula grant programs that are administered by our federal agencies. congress has long used earmarks or congressionally directed spending to address funding gaps in inequities between the states. and, in fact, senator judd gregg, who i served -- had had the pleasure of serving with both when he was governor and i was in the state senate and then when he was in the senate and i got elected, was a big supporter of congressionally directed spending because he believed, like i do, that i know better how money should be spent in new hampshire than a bureaucrat here who is making decision

i want to urge you, as an appropriations committee, don't short sheet space technology. the r&d, we need that extra oomph in our research and development. and let me give you an example. for years, by the way, you, the congress, has rescued us on the question of nuclear energy in space. as a matter of fact, not until this year, were we able to get the office of management and budget to agree to put, albeit a minor amount -- it's a symbolic amount -- for nuclear research for space, nuclear thermal, and nuclear electric. not only producing electricity where, for example, on the surface of the moon, we're gonna need a lot of electricity, because if we find water, then we have rocket fuel. and we've got a mission going to land on the south pole next year. it's gonna dig around down into the moon's surface, and if there's water there, then we have that opportunity. so, i want to commend you for how you have constantly supported nuclear thermal, nuclear electric, and i want to ask you to consider pouring on the juice because that nuclear propulsion would give us a way to get t
