next year canada will be the chair of the arctic council and we look forward to two collaborating with russia at the council level because we have a number of issues where we actually have common cause and i like to focus on the areas that we have in common the areas where we can collaborate to strengthen our mutual relationship so again i don't see i'm not a pessimist i'm certainly optimistic that these kinds of issues will be resolved amicably the way well common cause i think it's the key phrase because because like the joint explorations of the riches of the arctic for example may be a good way to overcome these suspicions and these misunderstandings so so is this on the agenda of russian canadian. negotiations to to to start to see this and join french and ventures in the region well you've put your finger on it because both of our countries are the richest countries in the world when it comes to natural resources clearly it's in our best interests to collaborate with the really you know it when you talk about natural resources in total when you add oil and gas to the mining water

secretary clinton and i2 or three years ago went to a meeting in ottawa where we met with the arctic council this last year in the greenland. we had all of the country's a share the arctic circle, signed a protocol between the nations of the arctic that said that we will share our information so that we make sure that whenever does happen in the arctic is something that is done in the most safe and responsible way. and so there is a lot that is happening up in alaska. let me say, spend a few minutes speaking about renewal energy because i know both byron dorgan and bob bennett were champions of this. it is sure whether i am in wilford, utah, or whether i am anyway throughout north dakota and see the great potential for wind energy in the states. when i became secretary of interior i walked into an office on january 201st, 2009 when there was no intention and no focus on renewable energy and all. notwithstanding legislation which we had all of the together to make sure that renewable energy became part of that american portfolio of energy, nothing was happening. nothing was happening. no perm

according to an authoritative 2011 assessment for the arctic council -- quote -- "it is now becoming very clear that the cryossphere, the frozen part of the arctic, is changing rapidly and neither observations nor models are able to tell the full story. this is not without cost. the world bank estimates -- to continue from the article -- the cost of adapting to climate change between 2010 and 2050 at $75 billion to $100 billion a year. other estimates are higher. and here is where they conclude. sooner or later such arithmetic is going to force governments to get serious about dealing with climate change. it is already clear what is required: policies to put an appropriate price on carbon emissions through a tax or market-based system that is sufficient to persuade polluters to develop and adopt cleaner technologies. these are already available. and so is the ingenuity needed to force down their costs and bring them to market. but then in a sentimental closing, the article concludes that the arctic will nonetheless be radically changed. this much is already inevitable. so the denial t
