the operation of the arf. it is 24 hours each day, nonmedical care but supervised facility for adults 18 to 59 with severe mental illness that are stable but still need care, assistance and supervision. some of the services to the residents are housekeeping of their rooms. some require assistance with personal care and as they administer medications prescribed by their providers. where do patients come from who wind up on the arf? they receive referrals from acute care hospitals, locked sub-acute units like the america and other board and care facilities. it is a licensed residential facility licensed by state community care licensing, which is part of the department of social services. i am going to slow down a little more because there is a lot of information that we want to share to make sure you understand. it is important to step back and revisit the circumstances that bring us here today. for many years from 2005 up until 2013, operations a at arf were proceeding. in may of 2014 we submitted a request to

i was familiar with the work that the arf does and the importance of it. as i began digging, the picture became more complicated and more troubling as we learned that in many ways i think the proposal that came forward a couple months ago was a well-intentioned effort by dph management to fill empty beds. and learning we had for many years had empty beds, not just at the a rf but in the locked facility on the third floor was in a lot of ways even more troubling to me. i thought it was important to make clear that everyone on this board and also to get the mayor's concurrence believes we need the arf, a publicly operated long-term care facility for people who cannot and will not be effectively serve would by nonprofits or private operators in the community. i think that for a couple of months at least there has been broad agreement in city hall about that. it is himself important to -- also important to me as we move to that goal as quickly as possible we fill every bed, which we have not been doing for several years. i am very pleased and grateful for the

thank you for the resolutions on the arf because it really got us agitated. you did come together.hank you. now we need to move from here and what i want to say is it's wonderful. usually i come with lots of challenges and criticisms and whatever. today is a day that i want to say thank you to ms. martinez, dr. hammer, and the whole team who has been working on this whole person care for years. i've met with you and asked lots of questions and whatever. a slide presentation is not everything, so i do have some questions. i'm going to leave that for another pay perhaps to understand it better. thank you very much because from our perspective, from taxpayers for public safety, this is not trying to better an old way that isn't working anymore, no matter how successful it was in the past, but on a new pathway and taking evidence to bring to a new opportunity which always has a cautionary risk to it, but with monitoring and evaluation inside and out. so we want to thank you for that. we want to thank you for the leadership. we want to thank you for all the teams at the management level
