ari, some said republicans didn't want to make a deal now. they wanted to punt until 2013 when they're hoping to control the house and the white house when they wouldn't have to make any deal with democrats at all. what do you think of that? >> i've been a part of two of the last major budget agreements between congress and the white house. three in recent times. one was george h.w. bush with a democratic congress, president bill clinton did it with a republican congress in 1997 and george w. bush had a budget graept with a 50/50 senate in 2001. in all three of those instances, you had a coming together with congress and the president and the president in the room, the president's people in the room. what separated this failure, which is a very disappointing failure, from the previous successes, was the absolute lack of presidential involvement. that's where i am troubled process wise, where is president obama? why didn't he help and put his shoulder to the wheel as did his predecessors? there's a pathway to success and it always involves the

and ari fleischer from the bush administration. you can follow him on twitter @arifleischer. maria, you know this woman, karen kraushaar. what did she tell you about mr. cain? >> she didn't go into the allegations, anderson, because clearly she didn't want to relive this as she has had to now on an hourly basis, but she did say something very similar to what joel said, which was that they were sexual harassment gestures and they happened repeatedly. what i can tell you is that when i hired her at the i.n.s. -- >> you hired this woman? >> correct. i hired her when i was communications director at the i.n.s., in the last two years of the clinton administration. and she came to the i.n.s. directly from the national restaurant association. and what she told me recently -- i was not aware of this back at the time. i know that she's always been very grateful to me for having hired her at the time. she's told me recently, she said, maria, now you know why i have been so grateful to you all this time for hiring me when you did at the i.n.s. because you have saved me from this monster

joining me are ari fleischer and paul begala. got to start with you on this moment by herman cain. the whole answer goes on for about five minutes. i mean, it is painful to watch. what do you make of it? >> it may not be a full-on brain freeze, but it was at least a slushy, wasn't it. give mr. cain free advice, this is maybe advice that fleischer came up with. when george w. bush was debating al gore, gore knew a lot more about foreign policy than the governor of texas did. you know what he did in the debate? i went back and looked at the transcript. ari, you'll love this. it was a brilliant performance. on so many issues bush surprised gore by saying i agree with president clinton on this. yugoslavia, a triumph. he said that clinton was right about rwanda, israel. east timor, which i don't know if he knew anything about, didn't matter. i think president clinton got it right. if herman cain had said i agree with president obama, let's talk about my 9-9-9 plan, it would have been much better. >> ari, you agree with that? >> what i
