i would be willing to join the senator from arizona and craft a way to do this once the salt lake olympics are over so that if another city if the olympics, this process will be in place. it is the responsible thing to do and i applaud the senator from arizona in helping us move in that direction. as the gao report says with respect to the $2 billion figure used by the senator from arizona, according to federal officials, "most of these funds would have been awarded to these cities or states even if they had not hosted the olympic games. although the funds could have been provided later if the games were not held." let me talk specifically about the two largest items the renovation of i-15, the interstate highway that runs through the salt lake valley. both projects, properly authorized, properly funded, with respect to transportation activities. i-15 was 10 years beyond its designed life when construction began on it before renovation. the project was outlined for nine years under standard construction procedures. working with the highway administration, came up with a method of doing it which is called design build to.

arizona. these incidents may occur in one city or in one state, but they're national tragedies that tear at us all, and then cause us all to tear up and cry together. like all americans, my heart goes out to the victims and their families, and i also remain hopeful that the presiding officer and i were at the hospital -- one of the hospitals on sunday -- that survivors are going to defy the odds on their road to recovery and we've been truly inspired by their stories. i want to take a moment and applaud the leadership shown by colorado's public servants from governor john hickenlooper, aurora mayor steve hogan and especially the police chief, dan oates. there are also other law enforcement professionals that came to the scene immediately, first responders, medical professionals on site and in a number of hospitals where the victims were taken. i think what's most notable is that they worked seamsly to carry out the city's disaster plan and protect the victims from further harm. the aurora police and firefighters arrived a mere 90 seconds off the first 911 call was placed and there is no questi

this ione reason why i joined the major city police chief association and law enforcement executives in filing a brief challenging the arizona law. we need to pass the end the racial profiling act of 2011. this puts forth a standard definition for racial profiling. requires evidence-based training to curtail the practice and support in data collection and analysis practices. we also need the justice department to revise its guidance regarding the use of race in law enforcement aswrge y agencies. this will close loopholes that permit unlawful and ineffective profiling. it makes no sense to exclude religion from prohibition when profiling or treat terrorism or immigration enforcement different from other law enforcement efforts. i also fear that without this legislation, we will continue business as usual. and only respond to issues when they surface through high-profile strategies such as the case in oakland and the trayvon martin case in florida. the second factor that undermines our progress is the dire need for us to reform the entire criminal justice system. the last top to bottom review of our system was conducted in 196
