arkansas has not had a super bowl recently. we do hope that we will have a super bowl soon. we don't identify with the same issue but it is important even in a rural state like arkansas that we have truck stops. i want to applaud our general assembly that recognized the need to address this area of sexual trafficking. and that it can happen in the role states as well. so we passed a law at 922 that addressed training for truckers. and it requires any person applying or reapplying for commercial drivers license must complete a human trafficking prevention course. and i think this is a good practice. we signed into law. it is also mandatory for all educators to have annual continuing education for 30 minutes to recognize human trafficking and how to respond to it. you don't want to put burdens on educators and unnecessary mandates. but i think this is helpful to draw attention to the challenge of human trafficking, sex trafficking as well. in these areas that can be utilized for that evil purpose. so one challenge though is the public in general as to making them more aware an

in arkansas, we have a low unemployment rate, 3.5%. that means that we don't want anyone disconnected. we want to move them into the workforce, give them opportunity. there's probably more opportunity today than at any time in terms of employment if we make sure everyone has a connection. i will be introducing our panelists soon. grateful for their leadership. when i became governor, one of the areas of disconnected youth was our foster care children. in arkansas, we had so many children in foster care and yet we did not have foster homes for them. we convened the faith-based community, the nonprofit community, and created an initiative called restore hope. we have been able to increase foster care parent participation by 15%. more parents saying we will join and help with our foster children. children in foster care have been reduced as well because of some initiatives. money $24 million extra into our foster care system for more caseworkers. we reduced the ratio of toeworkers from 28-1 down 18.7 children per caseworker. these were ar
