grady trimble is live at reagan national airport in arlington, virginia.. >> reporter: and, jon, there are records that staffing levels of air a traffic control canners here at reagan at the time of the crash were not normal, that one person was communicating between planes and helicopters when normally those jobs are done by two separate people. as you noted, investigators have recovered the black box from the black hawk helicopter. that will be critical in their investigation because if, in fact, the helicopter was flying too high as has been reported and as president trump has stated, then the black box would reveal that to investigators. you can see the debris in the potomac river there as the ntsb has begun removing it from the river. it's bringing in barges that have not yet arrived as far as we can see to help with that process. the agency has also started interviewing the air traffic controllers who were working at the time of the crash. they'll look into their training as well as their hiring. >> what i can say is in this incident it should not ha

i live in arlington, virginia. it was something that that happened very near where i live. i think a lot of people are watching right now and trying to make sense of or understand how this could happen in twice in one week. you are a help us understand their different plane crashes caused by different things. how are you digesting this? how do you help people out there who are who are scared right now are digesting what they're seeing as a second plane crash? >> yeah. look, i think i agree with the idea that the faa and the ntsb are fantastic. they they are the lead agency, not just in america, but often for plane crashes elsewhere in the world. right? we call in their expertise always, so they will get to the bottom of it. and while we do not want to speculate, it's too early. i will tell you, these are two very, very different crashes that happened for very different reasons in washington at national airport, what you had is a situation that appears that a plane was hit by something, and at that point, the pilots had no ability to do anything about that. that plane went d

. >> joining me now is nbc's aaron gilchrist at washington national airport in arlington, virginia.th us is msnbc aviation analyst john cox. what's the latest we know on the investigation and this recovery? aaron. >> well, chris, we are watching a very delicate two fold operation happening here on the potomac river behind me. what we've seen so far today, starting at about 10:00 this morning, we've seen two large pieces of debris, the engine from the plane, as well as another part of the plane come out of the water here. this is what the army corps of engineers and the navy supervisor of salvage have really been focused on doing today. and the reason we're seeing so much care taken during this process is because we know that there are still 12 sets of remains that have yet to be recovered. and so as they remove the plane from the water, they're being careful. we did see a blue tent come up. at one point the work stopped. a blue tent was put up on one of the boats in the water here, as well as a black tarp. we were told yesterday that if during the process of salvaging the plane, the
