we just had an army-navy team, u.s.-japan. we're going to do navy, navy now and ask admiral a question and then admiral blair. the question for you admiral is about the defense forces. as i said the most respected institution, organization in japan right now in polls, but one of the biggest challenges, of course, is people, getting enough people and i've heard that in order to fully staff the defense forces, japan will have to have the level of women participating in the military that, for example, the u.s. and australia have. the u.s. and australia have about 17%, i think, 17% of the force are women. and japan i think is 6% or so. so i'm asking in part because it's rare at csis, in fact, we never have panels that are all men anymore and i'm certain-- we will probably -- we get a lot of heat for that. and i'm certain before too long we will have prominent representation not om only from the u.s. and japan for senior leadership women. it's a question for defense forces how to get more women empowered, engageled promoted in the

it wasn't an air force fight, navy fight, army fight, marine fight, it was going to be a coalition fight. everybody was going to play. but i learned a lot, i learned a lot about preparing for that and basically, the wars that flowed from the end of the what the general called the stepchild of chechnya, all the fights out there. i'm a student of history and we really suck at predicting the future. we are terrible at that. but we up here, all of us as citizens, have responsibility to be ready for the fight. and since we can't predict what that fight is going to be, we need to be ready for the worst case and protect our freedom, our friends, our way of life. i feel strongly about that as a retired person. i will talk from that vantage point as we go forward the marine corps is very involved in the f -- as we go forward. the marine corps is very involved in the f-35 program. it is doing well. we don't look first-rate fighter, we look for an airplane that serves a variety of customers. ad we fight as a team, slightly different focus sometimes than others, but no better, just a different focus

without salt, armies and navies could not stockpile the meat and fish needed to move anywhere, 2 bushels of salt, more than 10e 1000 pounds of pork. beef required even more. before the war american imported 50 million bushels annually half from the west indies and half from britain and southern europe. the british trade strangled two thirds of those imports. profiteers in hoarders drove up the price of 2 bushels to 14 by late summer 1776 and 75 a year later to encourage saltworks along the coast, pamphlets were printed with recipes in congress authorized hansen bounty for every bushel produce. john adams wrote, all the old women and children were going down to the jersey shore to make salt. 400 gallons of seawater was needed to boil off a bushel of salt which required stacks of forward. it's pretty hard. virginia spent more than 6000 pounds to build evaporation along the chesapeake but collected only 50 bushels probably the most expensive salt in the world. those problems substantial as it were, hardly matched britain's problems. the thousand tons of bread required each month to feed bri

whereas, the army was formed in 1614 and navy was formed in 1510. they have spent decades nurturing this very firm masculine culture, whereas the efforts to recruit more women into the armed forces existed when the danish air force and emergency management agency were formed. culture, do you want to mention the issue that exists -- actually, i think you all have it to one extent or another in terms of language? >> right. antidotal,w i think. to a femaleay man officer, you can only say sir. when i'm commanding a unit at home, and i say good morning, unit. they will answer back, good morning, sir. situations similar or examples? [laughter] >> i have been a little taken aback when called sir a few times now. i went on deployed with other international navies or military. a number of those cultures do not really recognize the female ma'am. i have also been mistakenly called sir because people get theirred and revert with used to saying. one of the things i find interesting is how, if i'm walking along a pathway or something and i'm with the male counter

the army is the lower of the group at about 14 percent. but the navy and air force are around 20%, just over 20%. we actually have a goal of reaching 24 percent for air force and navy by 2023 and army at 15 percent by 2023. we are actually doing really well against that in the last five or six years increased four percent participation. i think we are getting there. senior leadership not quite as high proportionately but that has improved over the last 10 or years as well. some of the policies are in place to encourage women and support them getting to the higher ranks. obviously the numbers coming through to make it much more available with an option when you see the difference layers of the organization coming through the system. >> sweden in total is 17 percent within the military personnel it's 11. in different categories you could say in the conscript area last year it was 16 percent but that was the first year of the gender-neutral we are aiming for 20 and up to 30 within a couple years from now. i would say it's quite low but we're getting there

army. it is not a natural question to it was a few years ago when i was running our navy that i publicly made a speech. this was the middle of the war in iraq. i was completely convinced. this goes for the locality of armies locally and the upside ,nd downside of army presence but i made a speech saying that contrary to my training as a young naval officer, particularly the budget world, our armyalized is that in the united states was the center of gravity for our military. i believe it then, i believe it now. also, and this is just an antidote about how people around the world feel about armies. when we had that tragic andhquake in haiti everybody was moving as many forces as possible to try to help, we sent a brigade down to haiti to help and i visited them a few days later and my interaction with the haitian people, i was stunned at the numbers. were going to invade them or had invaded them and it was a very serious concern and discussion. concernnot relieve that until all the 82nd airborne shoulders -- soldiers were off the island. that was his message -- that was a message to me about th

theater commander could hope to command it all, from the geographic point of view but because army and navy leaders can never agree on who it would be. it was partially a compromise and the sheer scale inherent in fighting that environment. i also want to address our kind of popular perception the us marine corps fought the entire ground war in the pacific. the army took the vast majority of the fighting and dying in the pacific theater and all of us, no shame if you believe that, the army didn't have much role in the pacific because that is the popular american memory and i have seen this from very knowledgeable people about world war ii, had an encounter with a tour guide who said at the beginning of the war army and marine corps leaders sat down and decided the army will fight in the pacific. even those who studied the pacific, one of them sat down with me and said the army was in the pacific. that is what we are up against so what i hoped to do is not at all in any shape or form denigrate the marine corps, quite the contrary. the marine corps is not a big service. there has been incredi

million people it authorizes the incrusement and enlistment of african-american men into the union army and navy of the war. let me turn to the panel, and any of you can answer these questions. when i want one of you specifically to answer i will call you out. but for this first question anyone can answer. at the beginning of the civil war d.c. had a population i believe of about 75,000 people. 14,000 of them consisted of people of color, people of african-american descent. among the latter there were just over 3,000 who were enslaved. so if one of you would briefly describe the characteristics of slavery in the city on the eve of the civil war. >> i think the thing we probably should keep in mind was that the district was becoming more and more urban and switching economies from rural to urban and we begin to see a change. now that both characters still prevailed in many parts of the city, i'm reminded of a slave owner who would be compensated. she was the fourth largest slave owner in the district. her name was ana marie and she was a shy retiring elderly woman who they say seldom wept out. he

army. even though african-american sailors had been serving in the navy from the outset and even before the as far as afrs afterwards. after the war, a lot of these veterans will come home and be involved in community. you have them coming home and creating small areas. well, throughout the south actually they're building schools, they're forming towns. they'll later be part of a militia movement. there were black militias in various southern states. in d.c. they were part of an early civil rights movement. so, they are quite active. and even before lincoln gave his approval, you had african-americans, free blacks, drilling in various cities and petitioning congress and the president to be able to serve. so -- >> and, actually, lincoln writes a letter to a friend in august of 1863 in which he talks about the fact that he is freeing black people to help win the war. and so what he says to his friend is, when the war is over, there will be some black men who can hold their heads high because they helped to preserve the union. and there will be some white men who will lower their heads in memo

"it's hard for me to give you my permanent address, because i am in the army. here is my company, here is my unit, here's where i match currentlyam at currently, my civilian address." he is giving all the information. he is basically following up. he is still looking for a job. really wants to go into the surveying service after the army. he closes that letter, "this army life could be worse, but i very much prefer surveying. very respectfully, private lloyd secrest. " he really wants that job when he's out of the service now we find a letter from lloyd's dad going to the bureau of land management. i will go over a couple lines here. "my youngest son is in france, but the war news sounds good. i think we will soon get the kaiser. lloyd does not write very often. my last letter was dated august 28 and he was just a private. he is expected to be promoted, i don't know if he succeeded or not. if he's not in france, if you write camp fremont, perh
