army, the u.s. navy and the u.s. air force and i will talk for the army.you have got to remember that our budget is based on really three major things, people, our ability to modernize ourselves and our readiness and there are lots of things under readiness and several things that are modernization and there's capitalization and other things that we do. you have to keep those in the right balance. sequestration forces us to go right out of talents because i can't take out people fast enough to get the dollars to put in the readiness and modernization in order to keep that balance. so what it has created in the army as we have about a three year window, 14, 1516 where we are really out talent so our readiness and are modernization programs are taking a hit because i can't take e. plaut bassinet. we are taking out about 20,000 a year. if i go higher than that they cost me more to take them out in silvie start start reducing the savings that we are gaining from the people. so that is the dilemma that we have. so what it did is impacted our readiness in 13. no
