i am here at parkville middle school outside of baltimore with arne duncan. i came on a day when we are unveiling our budget and i am here for a reason. i just want to think principal parker who has shown us around as well as the eighth grade science teacher who we just visited with in her classroom. over the last few weeks, i have travelled the country the jobs and industries of our time will take root in the united states where people will prosper and our country will succeed. i am also convinced that the on the way we can make these investments in our future is that if we start living within our means. we start to take responsibility for our deficit. that is why when i was sworn in as president i swear to cut the deficit in half by the end of my first term. the budget i am proposing today means that pledge and puts us on a path to pay for what we spend by the middle of the decade. we do this in part by eliminating waste and cutting whenever spending we can do without. as a start, i have called for a freeze on annual domestic spending of the next five years
