when arnie duncan was before the committee testifying, he was asked by republicans and democrats what he thought we ought to do. he ought use the market. one of my democrat colleagues said wouldn't it be better to just have a temporary two-year solution. he said no. he thought it was time for a permanent solution. now discussions are bubbling around. i spoke to senator alexander .esterday or the day before he is trying to continue discussions with the white house. what we need is presidential leadership to say "look, we have proposed long-term solutions, interest rates to the market, 10-year treasury, why don't we push the senate to pass some version of that and then we can hammer out the details?" if you can talk a little bit about the politics system. last year when this issue up in january and february e-mailing alexander and asking what you knew. if i remember right, you were not particularly interested in doing much. you did have some ideas but it was not until met romney came or word and said we cannot let this happen because of the economy that the entire issue kind of blew up.

thet seems to be focused on role of the education secretary and what arnie duncan and his people will have an authority. chambersns in both seem to want to undercut the secretary's authority to the point where he is basically little more than a cheerleader for state and local education officials. is this worth having to preserve some power? have some sympathy for the frustration that people have in terms of where we are right now. there has been a vacuum by not reauthorizing this for as long as i have been inc. congress. we were supposed to do this in 07 and 08. it has allowed the office to fill that space and through the waiver process that has too much power. in terms of driving education policy around the country. think you did what he had to do in terms of making sure these mandates did not come in with massive penalties. having said that, that is not an acceptable state of affairs. to the extent they're pushing back and saying we should have a law that says the ground that is democratically debated and agreed to, i think it is a better balance than having the secretary's office s

i was there with certificate arnie duncan this morning where we were thanking him for the investment in promise neighborhoods and the school investment grants coming from the federal government. we have to keep that dialogue going and i'm adding to that. for example, i think to answer i have personally adopted all the middle schooled as my philanthropic goal as along as i am mayor of san francisco. all 12 middle middle schools are going to get more of the resources that they need to be successful. i adopted the middle schools for a direct purpose. i asked our school district where is the biggest drop-off in performance of our kids? where is the disengagement happening? what are we doing about it? and they said we are subject to the cuts in the federal and state programs, which have been the traditional funding sources for our schools. so i am going to take that up myself. and i can't -- i am not privileged to name the source of funding at this time, but we literally got notice that $3 million of private investment from companies that are invested in our kids and our future are going
