why we think r&d has to be part of the story when you're talking about infrastructure and it's why arpa-i for infrastructure is part of it and we're excited about it for the future. back to the earlier part of your question just to clarify, we view this alongside existing funding streams like chrissy, which has been successful, popular and a way to support rail. what we're asking for with the 625 for the prime program is something that can sit alongside that and it would include eligibility for amtrak but also for states who, as you mentioned, often shoulder a lot of the work and other entities. sometimes there are regional bodies or local bodies that play a role. but the idea is to try to create, support and signal to project sponsors railroads and the industries and supply that we have a commitment to passenger rail. i would also point to the extensive planning and project development that's been done in the course of the last 15 years that we think points the way towards a that shovel ready category. so in terms of how far we would be looking to are, expand service on the state support
