arthur brown, noted architect in the city, wanted for a while to build a tower. he had become very interested in persian towers. it was the 1930's. it was all about machinery and sort of this amazing architecture, very powerful architecture. he convinced the rec park commission that building a tower in her memory would be the thing to do with her money. >> it was going to be a wonderful observation place because it was one of the highest hills in the city anywhere and that that was the whole reason why it was built that high and had the elevator access immediately from the beginning as part of its features. >> my fear's studio was just down the street steps. we were in a very small apartment and that was our backyard. when they were preparing the site for the coit tower, there was always a lot of harping and griping about how awful progress was and why they would choose this beautiful pristine area to do them in was a big question. as soon as the coit tower was getting finished and someone put in the idea that it should be used for art, then, all of a sudden, he

brown. fourth of july meet arthur. the season's first named storm could throw a wrench in the holiday plans for tens of millions of americans heading to the east coast. right now tropical storm arthur is spinning off the florida coast and it has the potential to strengthen to a hurricane in the next 36 hours. nbc meteorologist bill karins is tracking this storm. bill, how is this going to affect us? >> so many are trying to figure out should they go to the beaches, do their vacation plans, millions up the east coast, this is a glancing blow for most areas and most people probably have one day they won't be allowed in the water because of the rip currents and large surf. most areas will be fine, friday, saturday and sunday. on the florida beaches the storm looks like it has an eye to it right now. it's trying to become a hurricane. it's now a strong tropical storm, hurricane hunter aircraft flying into it overnight, the pressure has dropped and now the storm is making its track up the east coast, begun the journey that'

this is what it looks like from stormtracker 6 live as hurricane arthur you is in the process of making lands fall. reporter joel brown from sister station wtb d is braving elements on outer banks and shows us what it's like from kill devil hills. >> can i till we are starting to feel the first few drops of rain and outer bands of hurricane arthur and primarily this is overnight storm and worst of hurricane arthur and expected on outer banks in wee hours of morning and folks sheltered in place in kill devil hills are in for a late night. ocean behind me and surf rough. high tide comes midnight and if the storm makes land fall then it dramatically increases storm surge. we can see 3 to 5 feet of storm surge which puts highway twelve main road up and down the outer banks under a big layer of water and sand. emergency management officials are watching for that very closely. if there is some good news it is that this is a very fast moving storm. it should be in and out by sometime tomorrow afternoon. an can i tell you there are a lot of folks up and down this very delicate chain of barrier islands hoping to survive this s
