the entire city of, 70% of houston, harris county was underwater the entire city of orange and port arthur was underwater some point the rangers wouldn't stop. i spent all last week out a neighborhood shopping rescue people, boats, using boats and trucks and waders to put people out of homes. the scale of the tragedy is unimaginable but in the midst of all this and all the suffering, it really reflects the american character, how people from all over the country stepped up to help houstonians recover from this. in the neighborhoods last saturday i met a team of four guys with a boat from florida who simply got in their car and the truck and drove the boat to houston to help all people out. and i got from michigan was out in the neighborhoods. we had during the midst of the storm on the second day windows just, it was catastrophic flooding, i got a phone call from garret graves of louisiana who said the cajun navy wants to come help houston. i didn't even know there was such a thing. 110 trucks just spontaneously got together pulling 100 votes from central, louisiana, carrying thousands of

to suggest in any way that we are not concerned about those who are unhoused in houston, harris county, port arthur, beaumont and beyond and of course in florida, of course in the virgin islands and the cry for help in puerto rico. so i want to simply say that we in the government have to do our job, we've got to move faster and we cannot move by republican proposals for tax relief, we have to do this, democrats and republicans, work with us to craft the kind of language and relief that will provide these people with immediate housing resources which means that they have to, tease are people without liability insurance. these are people in apartments, apartment owners are moving slowly to restore their apartments, they need cash. they need the distribution of the millions of dollars that all of this representation of people raising money, there needs to be a pool for housing. we need to give a cash allotment so that someone can get into a clean apartment. or they can begin to get the items out of the stores, don't want to call names, that you go and get wood and begin to fix your home. this becomes
