nbc bay area's arturo santiago is live there this morning. arturo, you had the chance to talk to some of these people. what's the plan for where they'll be heading after the encampment? >> reporter: a lot of them just plain don't know, jon. the number of homeless who are currently living in this field off of spring street, the number only keeps growing in the last few weeks. so much so that the city's decided to take deliberate action to move out the encampment. dozens of tents are scattered throughout the field. the population of the tent city has grown to more than so100. the goal is to have this tent city gone by the end of the first week in march. the city's nonprofit organizations have been reaching out to the homeless camping in the area, offering them sources for alternative shelter. this population explosion, if you will, seems to have happened shortly after homeless camps were cleared away from areas around the guadalupe river back in january. a number of the homeless here tell me they were told to set up camp in this particular fiel

"today in the bay's" arturo santiago joins us live in san jose this morning.appen to all of the people that are currently living there? >> reporter: they are going to get rid of them. numbers have been steadily growing so much so the city of san jose is now planning on cleaning out the area which includes getting rid of tent city and its homeless population. the site is near the guadalupe river park along spring street. the tents are clustered among the trees that dot the land. the goal is again to have the tent city gone by the end of the first week in march. the city's nonprofit organizations have been visiting the site and reaching out to more than 100 homeless that are camping in the area offering them sources for alternative shelter. the land is owned by the city of san jose and the san jose airport. mayor chuck reed says people are trespassing and there are no sanitary facilities for them and city cannot have people living in unsanitary conditions. once the area has been cleared, the hardest part will be to keep homeless from setting up camp here sometim

arturo santiago has new details of her latest arrest. good morning, arturo. >> reporter: good morning, jon. 47-year-old was just trying to keep her son out of trouble when her story went really heavy on the details just like she did back in 2005 when she lied about the crunchiness of the finger she had beaten into. she's charged with being accessory to a felony and filing a false police report. a detailed descriptions of two nonexistent men who supposedly shot her 26-year-old son in the ankle. she said one of them wore a black oakland a's cap and air jordan shoes and other was a big man with goatee and large ears. her son shot himself in the ankle but made up the story because he has a burglary conviction on his record and is not supposed to have a gun. their story fell apart under more questioning by detectives and an investigation. so they are scheduled to be arraigned in court at noon today here at the hall of justice. we're live in san jose, i'm arturo santiago, "today in the bay." >> it is 5:06. walnut creek police trying to figure

"today in the bay's" arturo santiago is live in hayward right now pch. he has the story. good morning. >> reporter: the city got wind of three of these cafes a few days ago standing next to one of them. today the city council is going to consider an emergency ordinance that would prohibit these sweepstakes cafes. world net business center in a strip small on vermont street. net connection on the 700 block of b street across from city hall and i-biz 22000 block of maple court. all three opened within the last year. they have computer terminals that offer sweepstakes games which are considered to be an illegal type of slot machine and other types of gambling prohibited by state law. after the city found out about these three locations, it sent letters to each one earlier this month ordering them to shut down the sweepstakes computers. world net has already closed down completely. the state bureau of gambling control considers them to be illegal gambling operations. there could be a 45-day moratorium during which they would be prohibited. it would give city staff time to con

arturo santiago joins us live. you just heard city council members and environmentalist groups speaking out on banning styrofoam takeout on restaurants. what are they saying? >> caller: this proposed ordinance that would ban styrofoam food packages took nearly two years. they feel they can finally get it done. environmental groups along with a san jose councilman gathered at the park to pry open a manhole cover in order to access a storm water capture device. this cylinder was installed last summer and has not been yet cleaned out. it filters out garbage from 68 acres of storm water runoff. the idea is to show the advanced amount of polystyrene that can pollute our storm water system. save our shore, california clean water action and save the bay are all speaking out in favor of thf proposed ordinance. they all agree that tough poll sis and regulations are needed to reduce the amount of styrofoam trash that's in the bay area creeks and san francisco bay. >> that plastic and styrofoam are a huge component of trash t

"today in the bay's" arturo santiago live at the encampment this morning. when everyone will be forced out, are they going to try to send these folks to shelters? >> reporter: that's what they're going to try to do. the situation out here has not improved in the last few weeks. the population as you said of the tent city has swelled to more than 100 people and now the city of san jose has plans to move the encampment out during the first week of march. the site is located along spring street betwe street. it's near the guadalupe river park which is land that belongs to the city and the san jose airport. the tents are spread out and clustered around trees on the land. the tent city started to grow back in january after state lands along the guadalupe river were cleared up by caltrans and that displaced homeless camping in those areas. with this area, mayor chuck reed says the people are trespassing and there are no sanitary facilities and the city cannot have people living in unsanitary conditions. nonprofit organizations have been coming out to the site in

arturo has more with how the city's responding. >> good morning. and the city found out a few weeks ago there could be three of the so-called sweep stakes cafes in operation. it was determined they were illegal gambling operations and the city is now trying to do what it can to shut them down. now, all three opened within the past year. world net business center on the 22,000 block of vermont street has already completely shut down. net connection is on the 700 block of b street and ibiz is in a strip mall on the 22000 block of maple court. they have computer terminals that offer sweep stake games, which are considered to be an illegal type of slot machine and other types of gambling which are against state law. the state bureau of control considers these to be illegal gambling operations. l.a. goldstein has a store next to the ibiz cafe. he's been in there and says it looks like people are playing a slot machine game on the computers. >> it looks almost like a reno, las vegas environment. the kolcolors of the carpet, it all dim. shaded out. it's k

we're at alum rock park, arturo santiago, nbc bay area news. >>> police investigating a deadly crash this morning involving a stolen vehicle and a driver who allegedly tried to run down an officer on blossom hill road. this happened just after 11:00 last night. an officer was conducting a traffic stop on capital expressway when a dark suv swerved and tried to run right over that officer. the officer ended up following the suv, and the driver of the automobile tried to get away but ended up simply losing control on blossom hill near monterey road. that suv flipped over and crashed right into a ravine. >> officers were able to make contact with two juvenile females who exited the vehicle. they went down the ravine and contacted the suspect driver who was ejected out of the vehicle. they took him into custody. san jose fire was on the scene almost immediately. they tended to the suspect but he died from the injuries sustained in the vehicle accident. >> the two ladies were taken from the car and taken to the hospital. they're both expected to survive. police say the suv was a stolen veh

that's where arturo santiago joins us live.scene is just over a mile hike from where we are here on alum rock avenue. i'm told she has to make her way to the body, and then give her approval for search and rescue teams to remove it. the search and rescue volunteers have been standing by this morning. park rangers reported that the body had been found just before 2:00 yesterday afternoon. it appears that the person had fallen 130 to 170 feet off of a cliff. the body had to be left overnight because the train was so rugged and difficult to access, and by the time rescuers got to the body, there just wasn't enough time before it got dark to remove it. the coroner along with the san jose search and rescue and santa clara county search and rescue are working to retrieve the body. it won't be easy because of the nature of the terrain. it will be an extensive and complicated operation. >> the crews are going to have to rappel down the same way the victim had fallen, to gain
