a community in our city. this industry is not just a cultural lifeblood of our city, but a great contributor to our economy. one of my first acts as a member of the board of supervisors was to request an economic impact report by the city economist to study the effects of entertainment and night life on our economy. when he released last year, that report revealed the entertainment industry, the night life industry generates $4.2 billion in economic activity in san francisco, provides 48,000 jobs in our city, and furnishes the city with $55 a million in tax revenue. and this study did not even include street fares and festivals like outside lands and folsom street fair. so, the actual economic impact is even more positive. * the jobs in this industry are in restaurants, bars, art galleries, night clubs, performance bases and other venues. these are very, very important jobs, particularly for working class and younger people. the legislation i'm introducing today makes several amendments to the police code to strengthen our night life and entertainment sector while also improving the enforcement capacity of the entertainment commis

black history month is a great celebration, but we have to do so much more as a city to really support our african-american community. just this last weekend in my district, we lost another african-american man, a young man named lawrence collins. he was 18 years old. he was someone who grew up his whole life in lakeview neighborhood as it's often called in my district. he was found at the rec center on the playground of the rec senterra round 6:30 at night. i can't imagine a workplace that shows how we as a city have not really made our parks and our communities safe. than someone being gunned down in a rec center. * this young man has been a member of many community-based organizations and gotten support from the city and he's recognized that support over the years that he's gotten. and while we provide individuals with experience and opportunity, we don't provide that type of experience and opportunity at the community level. and we are at great fault as a city for doing that. we have neighborhoods that are in crisis that do not get adequate response. and i just feel that we need to

a tale of two cities in a way. we have some people doing extremely well in san francisco,, and then we have people who are struggling, and i think we as a city collectively need to make a priority ensuring that the needs of the people who are struggling are indeed met, and what you see is you have issues like this one that that problems surface because i don't believe we are doing enough as a city to really address this larger issue, and i think until we do that these issues will continue to come to the surface, and i think what we're doing is very positive, but the reality is that as much as i know supervisor dufty and other agencies want to do all these amazing things they also don't have the resources they need to make those things happen, so i think we as policy makers need to make it a priority that we do address this divide, and that we do deal with the fact that we have a tale of two cities in many respects and i can feel the frustration from some of the folks that spoke today, and while that frustration maybe directed at this committee right now i think it's a frustration that rightly rests with all of us here in city hall, so

know the cultural benefit of not life on our city without entertaining and night life, it would be a completely different city. a lot of us might not like it as much. if you do not have that community building, that tool does not exist anymore. it is not just about that. it is about keeping this city diverse, and having young people that actually want to come here. i cannot tell you how many times i walk home up market street and see a line of young people waiting to get in to hear live music. even though i am an old fuddy- duddy now and i do not stay out as late as i used to, it is important to me to know that young people have things to do today. audrey asked the economic question of me almost immediately after taking office. it benefits us the truth about $55 million in tax revenue. nightlife is the only significant industry in this city that sometimes gets treated at times as it is a nuisance, a problem to be managed. and of course, we have to focus on making sure it is safe and that people are complying with the laws and that we are not having shooting. but when you get so focused on combating the negatives -- every industry has the nega

and meetings to flush through some of that information and one of the biggest take aways for us, as a city we're required to have a tactical interoperatable communications plan. it describes how you interoperate in an emergency or an event within the city as well as regional partners. we don't have that with military and i think that's one of the biggest take aways, we need to really flesh out a document so we have captured who our contacts are, what technology they are going to bring to the table and start that initial planning from the get-go. we also had some technical challenges with land mobile radio. you know, we have the coverage issues, but we were stationed at the san francisco police department command van, i had some very sharp people there who were able to work through a lot of those interoperatability issues so a huge thank you to the police department and also the fire department and sheriff's department were also there able to provide us with otherality gnat communications paths, only channels we were able to use for the exercise. it was a really good team effort by the city

as catholic healthcare west. we've changed our name about a month ago. we have been in the city about as long as did the government. about 1854. we represent a handful of organizations which are still in san francisco operating continually over 150 years to provide all of us service. in our case, its health care at st. francis and st. mary's hospital. our familiarity with the county and government starts from the very day that the sisters of mercy, who came over from ireland, got off on a clipper ship down by north beach. within a day, they got a knock on their door where they were staying. it was members of the san francisco board of supervisors who came to ask them to open san francisco general hospital, which they did. they ran it for four years until a very familiar thing happened, and that was the county board of supervisors had a dispute about how to pay health care bills. the sisters said we've had enough of that and went on to create st. mary's hospital. as you can see, very familiar with how the city works. even then, over 150 years. it is an important issue. we're glad
