really need our help as a government to get on their two feet and we might need the government assistance for the rest of their lives and in looking at how we provide that as a city and what are the costs involved and what types of services are we providing and the out comes that we are getting as a result. and about 50 percent of the budget towards homelessness is on supportive housing here in the city about 81 million dollars out of our budget. and one of the great things that i believe, came out of it and the number one goal out of our ten year plan. was to build 3,000 new supportive unit and believe it or not we actually achieve it or we will achieve it shortly and the final ones are in the pipeline, it is a goal and something that we have been able to meet and i want to be sure that we will continue to have a dialogue whether that is the most effective, strategy going forward and i will stay it as a preview, everyone that i talked to think that is the most effective way to go longer term, we are going to hear from a

general thinking to make sure you don't go crazy on future projections or how else can we plan on it as a city. because you never plan for a dip in a recession, but as time goes on, chances are it is going to happen and we want to make sure that we have a reserve for this. how do we truly implement thinking about this? >> it's a big question so i will offer some of my own thoughts on it. it speaks to i think how to city wants to position it's overall balance sheet and financials looking ahead. the city and mayor and the board have done a good job in this period of recovery of doing so. so we've adopted as a city a number of measures that improve our ability to take a longer view of our finances that is 5-year financial plan forecasting emphasizing the adoption of 2-year budgets. the city's reserve position is improving and having adequate reserves that you enter into recession helps buffer reductions and public services and speaks to spending plans, one time uses of funds that are easier to pull back when booms bust. things like capital allocations for city infrastructure or affordable housing

as a city government we've not responded. i've talked about this and talked about this with the mayor's office of housing to we're not doing enough to look at the house in the southeast part of san francisco we don't have a program to help people stay in hair homes and help underwater homes and people in foreclosure. we talk about the immigration of african-americans in san francisco but we have not implemented a strong program to address that. the local mroshth reduction can help to support of the african-americans and help to stop the immigration and in bayview hunters point and in the excelsior district we have many, many african-american households that are desperately trying to cling on to what property weight they have and i think we owe it to them to not negligent them but people will be able to keep up with their mortgages. richard has an answer through the mortgage principle reduction program they want to focus on there water mortgages. richard agreed to buy those loans and refinance them at the current interest rate

i have one case that i think illustrates several opportunities for us to be way more accountable as a city and help victims and their families. so i received contact with a victim of domestic violence through a supervisor's office last summer. i sat through the trial with this survivor, and she was quite assertive. she knew her lost wages and costs were. when we talk about housing, the screen door was torn off. and the windows broken. and she had to of course, as you imagine in this housing market, she had to repair her housing right away. that's all out of pocket. she was in some ways a model case to move forward towards restitution. i think everybody along the way did everything they could to help. her supervisor tried to help. the d.a. handled the case well, and restitution was set, which we have heard was not in a lot of cases. but the offenders assets were not investigate and put on a low payment plan. and this new program could look into hidden assets of offenders. not everyone has them but some do. and make the victims whole of those assets. you can imagine if you were granted say $

ride shares and you know, i don't know if you see it as a big deal or big issue, but a lot of people i work with and a lot of people around the city do. as a rookie driver, i feel it's unfair that a lot of the veterans have been waiting for medallion. but yet now people can come and download software and become driver's on the streets of san francisco. the people i work with have been waiting for 20 years to be able to own a car and be and go out and be a taxi and not have to pay a company, be their own boss. but these software companies, there is three big ones that create software where anybody can become a driver and drive anywhere on the streets. i think it's unfair and maybe there can be some regulations or you could maybe ask sf mta to give some medallions away. they give us medallions that go out to a number of shifts. i don't know how long uber or lift drivers if they can drive more. i don't know. maybe you know. i don't think it's fair that people who have been donating their time to this city like years of their life to be a taxi driver still waiting to get medallions. as a rookie, i know 20 years from now in san francis
