in recognizing the importance of our city college to us as a city, i also want to make sure that we recognize as a family the serious challenges that are before the trustees and before the interim chancellor as we would care to meet them. there will be very difficult and important decision that will need to be made in order to address the recommendations that are set forth by the accreditation committee. there will also be a lot of good faith negotiation that will have to happen in order to protect our city college. but tough decisions and reforms are what city college needs at this time. and we must first protect and serve the students of city college and make sure they remain have our number one priority. but any improvement means change from the status quo. it will also mean decisions about reform, decisions reflecting strong leadership and good governance that will improve our city college system and protect this accreditation. to that end, i have given very careful consideration about who to appoint to fill this vacancy at such a critical time in our city college history. we need somebod

a community, as a city. what happened when the 49ers won those super bowls year after year? that was a huge deal for our city and our community in san francisco. what happened with the world series this year when the giants won for the first time in over 50 years? incredible. everybody was celebrating. and that is a huge deal for our community in san francisco, but i think, economically, not only jobs in terms of construction of stadiums and what have you. economically, you know, for those people who do not believe or do not really fully appreciate what type of economic drivers the sporting events and teams are, go down to soma during a giants game. come to the marina when the blue angels fly in town. what it does to the local streets and bridges. come to district 3 and district two and districts 6 and 10 when the america's cup comes to town and see what type of influx of economic activity these events drive to us. i think that is something that is not talk about enough. both the community aspect, the intang

this is a city that has many thousands of small businesses. asomeone who used to run a small business, the city can do a much better job of nurturing that sector. that is part of the life blood of who we are as san franciscans. >> we could do better. are we on the right track? >> i think we are in a transition right now. we have an interim mayor and a new board of supervisors. i do think we have a new tone at city hall to move things forward. we have a lot of challenges we are facing. i am doing everything i can to put us back on track. >> let's talk about the role of sports in the city's economic future. are you happy with the plans for the america's cup? >> i have been a huge fan of the america's cup. i am proud of this board came together unanimously after a fairly contentious debate to support bringing the america's cup to san francisco in 2013. it is estimated it will not only be an incredible sporting event, not only showcase our city and the natural amphitheater of the bay, but it is estimated to bring in over $1 billion in economic activi

actual cost of city wide projects are blurred as the examples shows. no one knows for sure how much is being spent, how much is being saved. without comprehensive information there is no way to evaluate the success of ict city wide consolidations. we found no analysis where cost savings would come from from department to department or any of the consolidations. isn't there a reason to evaluate them on an ongoing basis? for that focused data is needed. it's not done now. either is a data base for personnel city wide and match needs with talent and ability. we don't do that because we don't look at technology as important city wide service. we propose the introduction of city wide annual report to the mayor and the board of supervisors. at the last meeting the mayor's representative endorsed an idea like this. we applaud that. it needs to happen. we proposed a consolidated city wide budget and staffing plans, and if my slides work correctly, you can read that what your administrative code requires. it's not necessarily what is presented. without comprehen

this really does have great promise for helping to reduce carbon emissions in the city and county of san francisco. as some of you may know, about 40% of our carbon emissions in the city come from cars and trucks so we need to find alternatives for getting people out of their fossil fuel powered cars, this is going to be a great option for residences and businesses in san francisco to find an al -- an tern t*if, we're rolling out the electric vehicle infrastructure for cars so this is another electric vehicle option that we're happy to support. we also implement the commuter benefits program and help employers provide options to their employees for getting out of their cars, we're happy to add scoot and electric plug in scooters for people to community in the city and county of san francisco, so i'm here to be in support, we look forward to expanding the options for individuals and residents and businesses in the city to help protect the environment. thank you very much. but as the city grew, just as any city, we need public gathering places, places where people could go who did not know others. you know, one reason tourists go to union square, and they go to a public place where they can belong without knowing anybody. every city needs space like that. we realized at our scale, we needed a civic plaza. we thought about bands, but as soon as you put them up on stage, you have these consuming crowds listening to the band. the longer they stood there the more beer bottle they drop on the ground. that did not seem attractive at all. we do not leave a trace after the event. we do not want a stage. if you want your own, build it, which people did. so we turned to copy. it affords you a social place. you can stay there all day, we do not care. we are not doing it to make money. we lose money. we do it for the sake of public interaction. to create a civic environment that led to communal feelings. that seems like an exception to the dogma, but what did emerson say? a speech of consistency is the hobgoblin of little minds. >> i was just thinking that. well as the city car share. and we help to promote these partnerships through brochures that we distribute to city employees on our website as well as the departmental presentation throughout the year. and i do have copies of those brochures if you'd like to see what's contained in them. and then as it relates to other city employees, our outreach is targeted to the private sector, particularly to encourage them to offer smart commute options for their employees and that could include everything from pre-tax commuter benefits, the emergency ride home program, van pool and car pooling options to and from work. and just recently we will be including car sharing. that hasn't been something we've promoted to private companies as an option to promote to their employees. but that's something that we'll be adding to our outreach materials in the future. that is really our focus, is -- director rifkin mentioned the demand in helping to feed that demand and really the role the department of environment has played and wil

these new companies and everything that enables us to improve our cities and make them a better place to live and less polluted place to live, as may it in transportation, management of energy, in san francisco and in paris, there are innovations that are certainly ahead of many other cities in the world and i want to learn from san francisco and of course paris is there for the san francisco team, may it be a development of electric transportation or automobiles or [inaudible] or the reuse of energy of heat to heat private buildings or public building by using waste water, i explained to mayor lee that a couple of years now, i worked with bill clinton on the isolation of public buildings and specifically schools so that every year, we could renovate 100 schools in paris and the children are in heated rooms but where we don't waste energy. these are subjects on which we have a lot of common ambition and where we'd like to exchange our dynamic efforts between san francisco and paris. but what would be a cooperation between san francisco and paris without culture? in san francisco, there's so much talent, so much genius, so much
