you know, when the city economy is weak, that is what the trigger was put in for. there's clearly a reason as to why the city had to reduce this -- for the school district. but i think the emphasis behind where the supplemental came from as we ask the school district how are you going to fund these programs going into the future i hope we have a real conversation next year, as our city economy looks better and our city economy grows as to whether we're going to pull the trigger again on prop h. i think that in last year, when we pulled the prop h trigger to me it had made sense because we didn't have a good budgetary forecast of what revenues were coming in. as the month of june was closing it looked more and more optimistic. as we look at the budget picture now i think many of us asked why did we pull the trigger last year and that was the reason why i introduced what i thought was a modest fundamental in the school district. overall regardless of your position i'm excited that we're engaging in a robust discussion of what it means to partner and support with our school district going forwar

in recognizing the importance of our city college to us as a city, i also want to make sure that we recognize as a family the serious challenges that are before the trustees and before the interim chancellor as we would care to meet them. there will be very difficult and important decision that will need to be made in order to address the recommendations that are set forth by the accreditation committee. there will also be a lot of good faith negotiation that will have to happen in order to protect our city college. but tough decisions and reforms are what city college needs at this time. and we must first protect and serve the students of city college and make sure they remain have our number one priority. but any improvement means change from the status quo. it will also mean decisions about reform, decisions reflecting strong leadership and good governance that will improve our city college system and protect this accreditation. to that end, i have given very careful consideration about who to appoint to fill this vacancy at such a critical time in our city college history. we need somebod

there is a discussion about reserves and other funding and choices we make as a city. supervisor kim mentioned the revolving loan fund, and we made a decision to provide loans for small businesses. that was a decision that we made with our funding as a city. actually very interesting today and later on the next item is about the hotels in san francisco. to be able to tax themselves, to create a funding stream to support the building, the renovation, not the renovation but the new center they will build close to the existing. that's our city money and that's the hotels deciding how to spend their own money. the money that we decide to be spent on supporting our kids is our money as well. and to make that decision is worthy of us today to move forward and make sure that we support this in next week at the full board. i will be supporting this legislation. and i look forward to our vote at the board. i hope we have the mayor's support as well. >> thank you, supervisor. know there a motion and a second. today i am not prepared to vote for that. but i want to explain why. di

this is a city that has many thousands of small businesses. asomeone who used to run a small business, the city can do a much better job of nurturing that sector. that is part of the life blood of who we are as san franciscans. >> we could do better. are we on the right track? >> i think we are in a transition right now. we have an interim mayor and a new board of supervisors. i do think we have a new tone at city hall to move things forward. we have a lot of challenges we are facing. i am doing everything i can to put us back on track. >> let's talk about the role of sports in the city's economic future. are you happy with the plans for the america's cup? >> i have been a huge fan of the america's cup. i am proud of this board came together unanimously after a fairly contentious debate to support bringing the america's cup to san francisco in 2013. it is estimated it will not only be an incredible sporting event, not only showcase our city and the natural amphitheater of the bay, but it is estimated to bring in over $1 billion in economic activi

[applause] and we are creating and sustaining jobs as well as supporting new industries in our city. our energy watch program creates or sustains 180 jobs a year. san francisco has now achieved 80% landfill diversion rate setting the national recycling and compost records as the high of any city in north america. actual cost of city wide projects are blurred as the examples shows. one knows for sure how much is being spent, how much is being saved. without comprehensive information there is no way to evaluate the success of ict city wide consolidations. we found no analysis where cost savings would come from from department to department or any of the consolidations. isn't there a reason to evaluate them on an ongoing basis? for that focused data is needed. it's not done now. either is a data base for personnel city wide and match needs with talent and ability. we don't do that because we don't look at technology as important city wide service. we propose the introduction of city wide annual report to the mayor and the board of supervisors. at the last meeting the mayor's representative endorsed an idea like this. we applaud that. it needs to happen. we proposed a consolidated city wide budget and staffing plans, and if my slides work correctly, you can read that what your administrative code requires. it's not necessarily what is presented. without comprehensi

well as the city car share. and we help to promote these partnerships through brochures that we distribute to city employees on our website as well as the departmental presentation throughout the year. and i do have copies of those brochures if you'd like to see what's contained in them. and then as it relates to other city employees, our outreach is targeted to the private sector, particularly to encourage them to offer smart commute options for their employees and that could include everything from pre-tax commuter benefits, the emergency ride home program, van pool and car pooling options to and from work. and just recently we will be including car sharing. that hasn't been something we've promoted to private companies as an option to promote to their employees. but that's something that we'll be adding to our outreach materials in the future. that is really our focus, is -- director rifkin mentioned the demand in helping to feed that demand and really the role the department of environment has played and wil

the recommendation is we revise the city charter and all positions are classified as exempt two positions and i stated requires further analysis. the city should look at alternatives and implentded without changes to the city charter. from my perspective we can make changes but if we can did do that without would be ideal. next according to the mayor's response this has been implemented and the cio should be involved with hiring of this personnel and number 17 and included with department heads in performance review process of current ict personnel. what i stated for this requires further analysis. if there are functional relationships between the city cio and departmental cio's they should assist them in the reviews. and recommendation 18 pending charter revision mayor develop methods for speeding up the hiring process for ict personnel. and the mayor should speed up the method for hiring ict personnel. finding number 25. city technology culture is based on the belief that departments work on individual missions in expense of city wide needs. partially disagree. while few departments say

as we would expect. so we also negotiated that the city has a discretion to adjust the funds. so you could choose to fund the sunking fund and in the prior year's revenuing to any other. but because it is today and we will not be starting until 2017. we wanted that flexibility and so it is laid out that way and it is not set in stone, we still have the option of changing the other. what is important, until all of these buckets are filled nothing goes back to the med it stays in city and helps to support the project. i think that what is difficult when you have a cash flow issue in the first ten years, and when you after you go passed the ten years, you are going to have surpluses so we are going to try to find a medium on how to handle that. if we were to go to market with the interest rates as low as they are. and then the negative impact goes away. and the cash flows become positive. >> there is a stablization fund and the sinking fund and prior deficits. >> the stability fund looks like you funded up to $15 million, sinking fund looks like 25 and 28. and so all of those buc
