but as the city grew, just as any city, we need public gathering places, places where people could go who did not know others. you know, one reason tourists go to union square, and they go to a public place where they can belong without knowing anybody. every city needs space like that. we realized at our scale, we needed a civic plaza. we thought about bands, but as soon as you put them up on stage, you have these consuming crowds listening to the band. the longer they stood there the more beer bottle they drop on the ground. that did not seem attractive at all. we do not leave a trace after the event. we do not want a stage. if you want your own, build it, which people did. so we turned to copy. it affords you a social place. you can stay there all day, we do not care. we are not doing it to make money. we lose money. we do it for the sake of public interaction. to create a civic environment that led to communal feelings. that seems like an exception to the dogma, but what did emerson say? a speech of consistency is the hobgoblin of little minds. >> i was just thinking that. as a city, we need to help such kids find opportunities and get on the right path and i'm commit today that as supervisor. this grant will help the juvenile probation department do exactly that. so, that's the first thing i wanted to submit. and today i'm also introducing legislation to create the divisadero neighborhood commercial district. this legislation is a result of months of outreach amongst residents and merchants along the divisadero corridor. and i am proud to help those merchants and residents create a vibrant and unique divisadero corridor. this neighborhood commercial district located between haight and o'farrell streets will strengthen our transit first policies, allow taller, more inviting grounds for retail spaces as well as more retail uses on the second floor. both the nonprofit and philanthropic presence in the neighborhood and give the community a powerful voice in shaping its own development and character. i am particularly proud of the formula retail ban we have included in this ncd. this will make divisadero only the fourth neighborhood in the city to have such

on a personal note as a city employee whose same-sex spouse was covered by my health benefits for the past nine years, i paid this for nine years. what that meant is my income was reported as -- my income a little bit over $300 every pay period was increased and it's not reported as null income and social security. or medicare or for the retirement board. so it's not actually reported. i am proud of my 27-year relationship with my spouse. and i have always presented it publicly, whether it was registering as a domestic partner or getting married in a civil ceremony. yet because i sought to insure her i was punished and forced to pay higher taxes than i should v. we urge full support of this legislation it's gos forward to the board. thank you very much for doing this. >> thank you. >> thank you supervisor farrell for coming to our meeting and presenting to the pac. the pac made a recommendation to our general membership to support this legislation, and it was unanimously approved at our general membership meeting january 22nd. so i want to thank you very much and thank you supervisors

city. bring out residents from their homes, visitors from around the world and all sorts of people to come together as a community in our city. this industry is not just a cultural lifeblood of our city, but a great contributor to our economy. one of my first acts as a member of the board of supervisors was to request an economic impact report by the city economist to study the effects of entertainment and night life on our economy. when he released last year, that report revealed the entertainment industry, the night life industry generates $4.2 billion in economic activity in san francisco, provides 48,000 jobs in our city, and furnishes the city with $55 a million in tax revenue. and this study did not even include street fares and festivals like outside lands and folsom street fair. so, the actual economic impact is even more positive. * the jobs in this industry are in restaurants, bars, art galleries, night clubs, performance bases and other venues. these are very, very important jobs, particularly for working class and younger people. the legislation i'm introducing today makes several amendmen

this is the year of the snake, and i hope that the city will be focused and disciplined in order to achieve what we asto create. in our tradition with our year of snake. i am excited in the work of my colleague in the spirit of collaboration and work with focus and discipline as called by the year of the snake. this saturday i realize there it will be a celebration. and the diversity of our city is so wonderful. that it could be enjoyed by all people. so it's a celebration of the lunar new year. yet there will be hundreds of thousands of people there from all walks of life celebrating with us. and i realize that the parade itself is a big deal. while i was growing up. and i realized, i thought about the parade. we are going down kearney street now. but when i was a little kid, believe it or not, that parade went down grant avenue. and could you imagine that parade going down grant avenue with hundreds of thousands of people watching it? it was crazy. then i realized that the parade didn't just start when i was a little kid. but it started in 1860. that's one of the longest going parades in the united

(indiscernible) we have planned this for a while. the issue of graffiti -- not just san francisco but many other cities. all over the world. tackling this problem. let me start by saying we have a very beautiful city, 49 square miles, second most dense city in america. (indiscernible) we have several neighborhood groups. you will hear a lot of people talk about the issue. the conference will be a great -- (indiscernible) are able to learn more and share ideas and -- in our communities. we also have -- (indisce

as we saw during the medical exercise yesterday, ocean beach has a good many advantages for both the city of san francisco and for the military to facilitate disaster relief. i would say during the exercise also as many people have pointed out, building relationships was the highlight of the day and the planning process. we learned a lot about each other, capabilities and processes. i would also say that during the day we focused on how a command post should operate. within the marine corps and the military, we talk about commander's sbept. that gets us past the flow chart diagram or the policy question, it gets to what truly is the outcome that the commander or the mayor in this case is looking for, and that allows everybody in the room to think beyond just the specific problem but to more the holistic solution to the outcome that we're looking for, in this case route clearance. we talked about how to filter information that comes into the coc my experience in disaster relief is the amount of information coming into a command post is overwhelming so processes have to be put in place so t

opportunities for many people who are currently homeless. >> you started to touch on this a little bit as the city's housing needs. what do you think the board of supervisors should be doing to address some of those needs? supervisor mar: even as we will be holding a hearing on senior housing needs in a few weeks, we did a study with the budget analyst office that shows that there is a huge need for housing, especially for affordable housing for the lowest income population, but even for our middle-income, aging population, there is nowhere near enough housing that is affordable for people, so it may mean an exodus of more working families, or seniors that are middle or lower income from the city, we must build more housing that is affordable. there is also the danger that san francisco becomes a city that loses families because it may be cheaper or more affordable to live in daly city or down the peninsula or across to the east bay, so i think creating the will neighborhoods that are accessible and friendly to families, so the number of units that are built or the number of bedrooms and the types o

the fact that the city realizes that it is private data that adds to that and provides so much more richness because it is information as motion loft tells us where people are dwelling in the city or in the park applications how people are using it. when you add all that together, that leads to new forms of innovation. this summer there was a project in singapore, urban prototyping singapore where we worked with local interests to open up over 30 private data sets and we had to engineer, what kind of contract would you have? how would you handle privacy? how would you let people use it for only that purpose? that form of innovation as it spreads here and elsewhere i think leads to a whole lot of new possibilities and applications. and this great cross trading between the private second for and public sector is just now taking off. in many ways san francisco has a special responsibility here. lots of cities are investing in opening data. that's a lot of supply. you need the demand side to prove to the city it's worthwhile and to prove to the public you can build an ecosystem there. we can do things with that whether bott

there's other things that we as major city chiefs would like to see happen, such as the banning of internet ammo sales. we'd like to see in-person transactions. the record of sales and licensing of ammo vendors, and other things i can talk to you about off line. we are doing everything we can to make san francisco a safer place and reduce violent crime. the mayor spoke of ipo, which he introduced at the very beginning of august. and for the first august in memory and maybe even on record, we suffered zero homicides in that month. unfortunately one homicide in the city is too many. we've had 67 this year to date, which is up over the last couple years, record low. still the best we've had in 10 years absent those record lows. gun violence is down 4% in san francisco. largely because of community partnership. things like our gun tip line which i'll give you, 575-4444 and things like the gun buy back program. if you don't think that one of these guns or any of the other 2 96 * guns that were recovered here of the 300 guns that chief howard jordan and youth uprising were able to get over there

[speaker not understood] operates 11 hotels in the city and it's spread throughout the neighborhoods as well in downtown san francisco. we support over 800 jobs, local jobs in the city as well. some of our hotels include the [speaker not understood] in japantown, the hotel rex, carlton, laurel lynn at laurel heights, [speaker not understood]. what's wonderful about this initiative is that we know that many of our downtown hotels benefit whenever there is a convention in the city. and what happens is that it creates compression and the business that would otherwise go to this hotels in the city also are spread throughout the neighborhoods such as the laurel and the kabuki and natoma that normally would not get that demand. but whenever there is a convention in the city, we get that compression and the demand. because of these benefits, you know, we really want to support this as a community as well as our company supports this as well. and we do hope that you support this. thank you. >> thank you very much. next speaker, please. mr. lim, did you forget a key or somebody? thank you, mr. p
