ure talked to asa hutchinson, heading up the task force, looking at school security and the school shield study. he is advocating armed guards, the study's armed guards at every school. there is growing centiment for that type of thing to happen. what did you ask him about? >> well, we talked about that. yeah, there is. in fact, the obama administration does include a schooling security component in its legislation. he says it is not nearly enough to really keep kids safe. the problem and the question is, whether or not that's going to solve a lot of other problems because if you harden schools, that means that these nuts, these tormented people will go to a shopping center or a movie theater as they have in the past. he basically said, you can't solve all the problems at once. newtown was a school shooting. we need to make schools safe. we need to do it incrementally. >> he wants to protect the students. but oppons will say, the last thing we need is more gun in will scuse. do they have a valid point? >> yes, to a certain degree. the teachers unions don't like the idea, even if it's not

obviously asa hutchinson was in the bush administration so this was a tough thing for him to go through. but we came to the unanimous opinion as reflected in that report. we did talk to some. david rizzo was the general counsel of the c.i.a., he gave an interview. and we had some others in the military that we talked to. >> brown: but when you say in the report that the nation's highest officials bear some responsibility for allowing and contributing to the spread of torture, what does that mean? what exactly are you calling for? >> well, in a couple of instances, number one, the decision to suspend the application of the geneva conventions in afghanistan was a critical decision that opened the door for all kinds of abuses because there was nothing put in place thereafter that would tell soldiers, for example, what they could or could not do. as a consequence, people became unusually creative and crossed the line from lawful to unlawful. the decision to give special permission to the c.i.a. to use enhanced interrogation techniques was a flawed decision. it was based upon a methodology t

today's president conference set to be led by asa hutchinson, a former politician from arkansas who has been leading the review of potential school security options that the nra is going to put forth. should we remember that there is a piece of legislation that would be considered that would revive a justice department program and offer up about $40 million to eligible school districts across the country as they start to rewrite their school security plans. what that bill doesn't do, however, necessarily is adopt whatever the nra wants and we can anticipate at least a few republicans might try to pick up whatever it is the nra proposes and try to work that into some kind of a bill. >> there is this other proposal put forth by the advancement project, which is a national civil rights group, and it suggests boosting the number of counselors, social workers, psychologists to keep what they say is a watchful eye on students. their report says law enforcement officers provide the appearance of security but they should be part of a holistic, concerted effort to ensure that children are safe.
