joining us to discuss is asa hutchinson. good morning, governor. >> good morning.reat to be with you. >> great to have you. from where you sit, how do you think congress and the white house botched this so badly? >> well, that's hard to say. that's a little bit of a process question. we've been pushing they listen to the governors, because we have the greatest level of experience and what's happening in our states, we've encouraged them for a number of months to make some changes in the senate bill, many of them were adopted, but in the end it was hard to bring people together. the message that i have is they need to continue their path to reform and not give up. >> let's talk about that. because it seems as though certainly the president is ready to wash his hands of this. it seems he's reached a dead end. let me play for you what president trump said about this yesterday. >> we'll just let obamacare fail. we won't own it. i'm not going to own it. i can tell you the republicans are not going to own it. >> is that the answer? wash his hands of it and let obamacare

asa hutchinson. governor, this is the disconnect, right?at a macro level is about as -- it's about a lot of money. it's about billions of dollar, it's about deficits and taxes and then a personal story like laila's or people who have parents with alzheimer's or cancer or people who have diabetes. how do you as a governor reconcile this? >> well, i mean, first of all, i listened to the story and everyone has compassion and wants to make sure that children like that with congenital heart defects has the coverage and protection and care that they need. that's the objective. and i think that whatever is replaced with obama case will have that coverage. the question is is the funding going to be tightened to the extent that the states will have to restrict some elements of coverage or the expansiveness of the current health care coverage that we have. and what is the essential services and what people expect and are really needed. the new version of the senate bill -- >> let me go deeper on this. i have had senators and members of congress on my

and joining me now is arkansas republican governor asa hutchinson.nk you very much for joining us. you weren't a big fan of the house version of this bill. how do you feel about the senate's? >> well, there's a consensus we have to change from the status quo, both in terms of medicaid but also in terms of access under obamacare. the senate is doing the right thing by pursuing this initiative, trying to get a consensus. at my suggestion and other governors, they have changed a number of portions of it in the revised bill that i think is for flexibility -- >> which portions snoo well, specifically they gave us pay block grant on the expanded medicaid portion, which we asked for and i applaud united states senators for spa chooefg that success. we asked for increased subsidy for those low income that's on the exchange right now so that they would have improved access. that was granted to us. and then they've also given a more fair distribution between the states. so they've made dramatic changes from -- in the revised bill. i quite frankly expect probab

speaking at the national governors association conference later this morning an joining us now asa hutchinson governor, good to see you. we'll just talk about what happens at this, but i guess since i've got you here, the health care deal came out. mcconnell came out it's all about medicaid and a lot of it has to do with all the states that at the time i don't know how you were supposed to say no federal government is dangling this in front of you, we'll pay for everything but as it turns out now, kind of looks like a foustian deal that we're now dealing with based partly on the governors that accepted it. do you acknowledge that? >> well, my predecessor accepted the medicaid expansion in arkansas based upon a federal commitment that they would pay for 90% xft bathe expanded medi. as you indicate, the late eitstr version of the senate bill reduces to the traditional match which is much of less and it's a cost shift to the states we're anxious to see the cbo numbers that come out monday on this i expect from those cbo numbers that you will continue to see a significant increase in the number o
