frost, i would like to thank you for the service that you have done with the asap committee. also, please thank the people who participate and put time into this. we have read your report. we also note there is a regularity to actual visitation, that this is not a think tank, egghead international exercise in writing memos or mathematical simulation. we take two or all of your comments including the degradation of the nasa facilities and your caution about maintaining morale and confidence among our work force. let's get right to this whole issue of going commercial. there is inherent tension between baldness and innovation because technology moves fast and its development. it moves faster than government contracts and procurement. at the same time, we're not sending packages of tang into space. we are sending our astronauts and the astronauts from other countries. they rely on us. when -- on page 3 of your testimony, you say we have not been evaluated the proposals and cannot comment on their eventual safety. we must point out that nasa has not yet established any safety req
