i think it should be done as little as possible. but the stakes are so high that i am not willing to rule it out all together. the last point i would make is that there are problems with trying to legislate in this area in general. and i think that the end racial profiling act in particular is very problematic. i don't think that this is an easy area for congress to legislate a one-size-fits-all policy that's going to apply to all law enforcement agencies at all levels of government at all times in all kinds of investigations. and i think it's also a bad idea to encourage heavy judicial involvement in this area. and these are things that the end racial profiling act does. let me also say that i think that chief gale does a very good job of identifying some additional costs in the end racial profiling act, the fact that it is insulting, the data collection is time consuming, and that inevitably, we're going to either have to guess on -- inaccurately, on people's racial and ethnic background or else train the police on how to identify

we want them to get into the mainstream as far as banking is concerned. so and while hayes valley has done a beautiful job with no formula retail, there are many other streets like chestnut and fillmore and 24th street and union that have a blend of banks, formula retail and neighborhood services and they seem to be doing just well so i'm not sure that the entire success in hayes valley is -- can be attributed to the fact that there isn't any formula retail and it's also a very small area, too. i think each neighborhood has to decide for themselves. and the other thing that's a little disturbing is if we have a medical marijuana dispensary, the level of approval is a d.r., which is a lower level of approval than would be the case for a bank or financial institution, which somehow the priorities are wrong there as far as i'm concerned. i mean, i would suggest that we make this a d.r. you still get process. it's -- neighborhood is noticed that there is a financial institution going in and it's brought to the planning commission and what happens is, you know
