we are more than 95% of color. 60% latino, approximately 30% african-american, and a growing asian and pacific islander community. in 2005, the city experienced unfortunately the second highest murder per capita rate in california and the fifth highest in the united states. in january 2006, with the six months serving as chief of police, east palo alto officer richard may shot and killed on line of duty by a parolee three months out of prison. with this crime rate and this violence against the police officer, my community had two distinct choices. we could either declare war on parolees, we could engage in enforcement activities that would further the disparate incarceration of young men of color or do something different. we chose to strengthen our relationships. we chose not engage in racial profiling. we starred a parolee department, provide re-entry services. police officers now are part of treatment. we provide cognitive life skills. we provide drug awareness and treatment programs and together we were able to reduce the recidivism rate from over 60% to under 20%. after five years the mur

trans-pacific partnership which the united states is currently negotiating with eight countries in the asian pacific region. ensuring strong ip protections abroad for all u.s. industries will be critical to our economy and to american jobs. i strongly urge the administration secure strong pharmaceutical ip provisions in the trans-pacific partnership, including 12 years of data protection for biologics so that all american manufacturers can benefit from these agreements. and i would invite you to comment on that. >> yes, i would like to comment on the. trans-pacific partnership is a high-grade form of free trade arrangements. so we have these arrangements now. what we need to do is bring into greater specificity and expand them more broadly across the pacific rim, southeast asia, those countries. and this is, the president stands for this. i've enormously stand for it, because what we have to have in these agreements is not the kind of agreements that have so many holes in them that, for example, are incredibly able pharmaceutical industry may be left out to some degree, we can't afford that. this is

african-americans and latinos and asian-pacific islanders are well over one-third of the population.hen labor. then women's groups. and conservationists. we are the majority. the problem is, we have never worked together. we have always fought in isolation of each other. there is the rule of divide and copper. note -- divide and conquer. what we need to do for this election, because we need to reelect the president. but we have to make sure that everyone has affordable housing, everybody has access to health care. there are so many things. we need quality schools. there are so many issues that we need to win. when we get together, i think we can not only re-elect the president, but make sure we get a progressive agenda.
