>> we needed to protect -- perfect the process so that once the board asked us for that process, we couldctually have something in place that was well tested that we could provide to them. >> mayor newsom would be sworn in as lieutenant governor in early january. so the board of supervisors had barely two months after the november election to select an interim mayor to complete gavin newsom's term. but how would the board do this? san francisco's charter guided -- offered little guidance. >> although it was obvious we would appoint an interim mayor, there was no time line for the two to occur. we looked to outside counsel for answers. they researched those questions. while they researched the legal angle, we began the research on the parliamentary level. at the beginning of the calendar year 2010, we started to craft a generic process for a successor for mayor. being a parliamentarian of the board, i have been working on the process itself. i have been working with two one and parliamentarians in the city. we did some role-playing and tried to contemplate all of the different variables th

events, like these 10 or 12 committees that are involved with the disaster recovery, and they have asked us to form a unit. the building inspector -- was it two building inspectors? the unit will consist of at least two building inspectors with a disaster coordinator and that the person. we are attending between six or eight meetings a month on disaster coordination throughout the city without the implementation of the mayor's director for the new committee on the mandatory program, so we need to reform the unit. it is not a new unit. we have any emergency preparedness team at one point. it was disbanded when we had to start making the cuts in 2008- 2009, and we need to reform the unit and get it back into operation. we have been told that we cannot get grant money to do this, and the department did -- how can i say it -- find a position or two positions in the past. what we're going to do with this unit -- it is going to be funded by the strong motion earthquake fee fund that is set aside for just this type of work. commissioner murphy: i understand that. i just want the other commissioner

federal laws and state laws ask us to ask the sponsors to follow specific guidelines. they also ask them that to meet the requirements that are spelled out clearly. t-mobile has met all of the necessary requirements. there is nothing here that is extraordinary or exceptional that you have not seen before. i urge you to not have d.r. and approve the project as proposed. there were people that were opposed that attended that meeting. we do have a healthy debate. ultimately, they believe that this will provide the necessary improvement in the current cellular service in the neighborhood. and that the company will take the steps to minimize impact from the micro-antennas. we believe this meets all of the necessary safety standards. t-mobile has worked hard to make sure that these will not be visible from the street and design them to be with existing roofs. ultimately, it passed. we went to in north beach merchants meeting yesterday. at that meeting was another healthy debate. i think that group had more concerned about the industry as a whole and shaping future laws. that
