in october, 2014, district court judge briar struck down the relocation assistance ordinance passed by this board on a number of grounds. at this point in his ruling, the judge raised a number of concerns around the law that we enacted. the legislation that we passed increased relocation assistance for tenants evicted under the ellis act to give evicted tenants in san francisco a fighting chance to actually stay in san francisco. my ordinance required landlords to pay the difference between the market rate of an apartment and rent-controlled rate for two years. our city attorney, i want to thank our city attorney for the very strong and excellent representation that they've provided in defense of this law. currently the case is pending before the 9th circuit. today i'm introducing amendments to that law, which i believe essentially make the federal case moot. the amendments we believe address all of the concerns that have been raised by judge beyer. even though we believe that judge beyer simply got it wrong, and we respectfully note that, we still want to address the concerns that he
