i'm president of the bar association of san francisco.asf, as we note the bar association to be called, has had a long relationship with the public defenders office. it is crucially important for administration of justice. and so is san francisco conflicts panels where administration, which the bar association has provided in partnership with public defenders. so in san francisco when a public defender has a conflict of interest, criminal defendants and minors are represented by private attorneys from a panel administered by the bar association of san francisco. maintaining this independent body of attorneys is critically important as a well-run public defenders office. we are each other's complement. we are the sum of the parts that makes whole the criminal departments working so well in san francisco. in 2003 the superior court contracted with the bar association of san francisco indigent to have cost-saving oversight to the administration and billing associated with conflicts. so tron is the director of the courts administration and ha

i am president of castro-eureka valley neighborhood association. i am on the chief of police's lgbt forum and i've been ought -- involved in the neighborhood for four years. so, do you want me to stop? supervisor kim: no. i called you by the wrong name. >> i have known tim for four years, i met him when he joined evna and he has been involved with the organization for four years and he has taken a leadership role in the neighborhood and i have been impressed with his ability to take others ideas and put them into effect in the neighborhood. for example, castro after dark was formed working with another bar that was a nuisance. i talked to him about it when he joined and he took the leadership role on trying to get it underway. the first bar he bought in the neighborhood had been a major nuisance to residents on harford street. he did outrage when he took it over to their residence and neighborhood association to find out what the issues were and how he could work with the neighborhood. he is collaborative and takes a strong leadership role in have

, the california grocers association, the small business commission, chinese newcomers association, and a whole host of environmental organizations that have been urging san francisco to take action on this legislation for many years. in terms of the out reached that we have done, the technical advisers to supervise the mirkarimi on this legislation, as soon as it was proposed, we hit the ground running in doing individual ought reached to organizations throughout san francisco. the richmond, chinatown, the bayview, and a lot of different communities, to ensure that we started out reached on this new propone it in this extension of the law. some of the organizations we have reached out to include the asian-as the american ocean harmony alliance, at the san francisco chinatown merchants association, saw help for the elderly, sunset merchants association, the small business network, small-business advocates. the list goes on and on. what we have been doing is distributing the information about the legislation, as well as the fact sheet that was created by the department of the environment

barry anderson the national governors' association has a new survey. what is the headline, what is the take away? >> guest: it's the big squeeze. states are doing better with votes with respect to revenue and spending than they had been the year or two past but they are not back to the 2008 level and there's a number of factors that make the outlook very concerned. right at i mean first of all fund grants to states get from faeroe government are going to be cut for sure to read in the 2012 levels are already going down and the sequestered they are facing in 2013 is likely to cut them even further. then the recovery act funding is coming down, too. so the amount of money coming in from the fed is almost certainly going to be lower than it is today. but it's worse than that. medicate states continue to go up because the economy has been poor, it goes up because of new entitlements, it goes up because the requirements of the affordable care act but mostly the costs go up because the cost for medicaid still has on a per-capita basis increased. maybe the co

i am ken cleveland with the building and managers association. i am disappointed to see the small business executives here tonight to side with one set of small businesses against another set of small businesses. i am here supporting the appellants. there are tenants in office buildings and as has since stated earlier tonight, they employ a lot of people, they have been here for many years. and they enhance the value of the properties in the city that are paying about 20% of the entire city's budget. we have to look at the big impact here. i have to disagree with mr. paul who stated that boma was at the table. when this was passed unanimously, they were not involved. this was to bring vitality to underserved areas of the city where there are not restaurants, cafes, sandwich shops. we have a plethora of them downtown. we are not underserved in any sense of the word. if you look at the list of firms that have been applied for, over 50% of them are downtown locations. why? that is where the customers are. we had these constraints around the city of

last week, we had the head of the national telecommunications association on this program. he talked about the telecommunications act. we are going to show that, and i want to get your response. >> we are still in a balkanized bucket. if you use copper wire, you are entitled to telecommunications. if you use another kind of cable, you are a studio provider. almost all regulatory questions now are gray. the act does not provide clarity. the crates jurisdictional disputes and heavy inefficiency in the statute. it is certainly growing. at one point, i think congress has to migrate a little bit. >> the telecommunications act of 1996. >> i think michael is largely right. i think an entire rewrite of that 96 act would take the work of many congresses to get done. that is my experience on the commerce committee. my sense is to fix some of the problems michael is identifying , a rifle shot approach to what is no longer relevant, it is probably a more efficient way for congress to go. but i think he makes some good points. before the ink was dry, that bill had technology around it.

the association has been in existence for a little over 20 years. what we focus on is eliminating the achievement gap, and we do that by developing fantastic latino leaders. we do that by the mentoring program. we have a summer institute every year, and we have conclave research to practice to look at ideas and affected practices that help us in our classrooms and at our schools to eliminate the achievement gap. i also want to thank each and everyone of you for being here. and i know you have a lot of passion, it is great to see you all here. but that is not enough. we need to have the confidence, the knowledge-base of what best practices really help our students to eliminate the achievement gap, and that is why we are here. i commend alas for putting this together. it has been our pleasure to help collaborate for this summit. thank you, and i will see you here in the next few days. enjoy it, learn, and have a lot of fun. energy association has a global role. >> probably 80% of what we do is international in nature. >> what is your international role? >> mostly it is working with developing countries and trying to transfer best practices for management and technology. the u.s. leads the world in many technologies. we also leave the world in terms of how you operate energy corporation -- corporations and energy functions. we have examples, good and bad, to illustrate to other countries. >> what examples? >> a great example today is using enhanced oil recovery combined with carbon capturing storage. it is a technology that is very expensive still. it has to be demonstrated large scale. we have been taking carbon dioxide for about three decades, injecting it underground for enhanced oil recovery. that means oil fields that are depleted or worn out, we could inject carbon dioxide and increase the flow of oil. no other country in the world has the experience the united states has in that. >> you will go to nigeria and show them how to do this? >> we show them how we do it. we take the approach that you are sm

i am also active in the neighborhood association, i have been for years. i am married with two children, my kids go the mckinley school in the neighborhood. i woown a flat. my policy work is quite relative to the area plan and non-profit. i have been on the cac from the beginning and i was involved in crafting the plan and i feel as though we have been carrying out a difficult task of trying to figure out how to actually implement the plans that the city produces. it has never really been done before. other than the redevelopment areas that are kind of a turnkey approach. our planning work in the city has traditionally and that plans. we have an opportunity here to figure out how much more smoothly create the infrastructure to implement them. there are a number of things we have done over the years. i have a thankless benefits of being the chair. it was something that the market octavia cac was very involved in. it is something the financing tool can be put into place. how do you actually do in kind improvements? it was a tremendous -- i was the lead on th
