(applause) >> i do want to just acknowledge ken malley. you mentioned, bill mentioned everything he did. he did mention that he picked me up and drove me -- called me 10 times and make sure -- [laughter] >> so, i did want to express my apprecia

and neighborhood association a.k.a. rolls off the tongue. [laughter] >> it's truly a great organization. we in our capacity, we work a lot with different neighborhood associations, different merchant associations. and far and away the lower haight merchants association is one of the best we had the pleasure to work with. that holds for always, but this past year was a really remarkable year for the organization. they dealt with some challenges, notably the water and fire, some public safety concerns. and they also had some success he. they have art walks really successful art walks four times a year. but then there's always another street fair happening. it's really, you know, we can celebrate their achievements, but it's really the spirit with which they do their work, the passion and the creativity and the sense of community and bringing people to the table to figure out what's best for everybody that really lets them stand above the rest. so, bring up the award recipients. congratulate to the lower haight neighborhoo

not only do they reach out to every neighborhood association, merchant association, but they also workporate sponsors to make sure that they are committed to our neighborhoods, to making sure that they are clean, that the graffiti is removed, that the dumping is taken away, that we have vibrant commercial corridors, vibrant commercial -- vibrant neighborhoods, and i couldn't be more pleased that she is the most important city employee for this year in empowering neighborhoods. i will also bring up a woman by the name of fran martin to come speak about sandra. (applause) >> my name is fran martin. i'm with the visitacion valley planning alliance and greenway project. i'm very proud and have the honor on behalf of many people in the city who nominated sandra for this award. i can't think of a better person for people from communities, from foundations, from the city staff have voted for this. and i can't think of a better person. sandra's always gone above and beyond the call of duty. she -- she's in charge of the street parks program and i'm involved with that kind of work in the city.

at this time i'd like to say a few words about the california grand jurors association. it's an all volunteer group, 501(c) (3) dedicated to promoting the participation in the grand jury system, qualifies applicants to be grand jurors, bidthv awareness so we have consumers of the grand jury's product, report. at this point i'd like to turn it over for some lengthy introductions. >> thank you. thank you, keith. welcome, everybody. we're glad to see so many friendly faces. as president of the chapter in san francisco now for 3-1/2 years and have been really proud of our board who has done so much great work. when i call your name, if you could just stand and say hi. leslie, vice president, and she has been very instrumental in publishing the gazette which i believe that you have picked up. if you haven't, over here by the entrance, there are copies for you to see. the gazette summarizes the previous jury's work as well as explains what the jury is all about. and how you can apply to be a juror. and this is our fourth issue. so, thank you for your hard work. julian hansen i

[laughter] i live up to that stereotype for sure. that's a brilliant presentation by professor davies has given us. we'll be able to dig into that and talk about that tremendous discussion for systems one and systems to a bit later. he says he did versus analytical way of thought and what that actually leads to. so some of our other panelists that she has indicated will help us understand this. for us, we bring up a senior attorney for the national center for youth, michael harrison who will discuss how biases play

and the ambulatory association, the national association of pediatric nurse association and practitionerstion of children's hospitals. if you have anything to do with the health care of children you are on the nra's enemy list. as is of of course, the american medical association. there is not a single person who has been tricked into paying dues to the nra who could tell us why the american academy of pediatrics is on the nra's enemy's list. or why the nra hates brain surgeons. because the due's money of the nra is constantly being used for things that the majority of members of the nra do not support. it is being used now to lobby against background checks for gun sales, something that most nra members actually support. the ama theater chain is on the nra's list, which only makes me want to see movies at amac's now. and ben and jerry's names are on the list, which makes me want to get even fatter. the kansas city chiefs and royals are on the nra's list, so if you're a baseball fan in kansas city and an nra member, you had better find a chicago team to follow. because don't think the nea

one of his fellow gang associates got in the back seat with him. the associate said to move over.aniac did not want to move over. maniac did not want to move over. the associate shoved him over and 10 seconds later, a gun was shot and the bullet came into the car, pierced the associate to the neck and killed him instantly. maniac said, if he had not shoved me aside i would be dead. i am done. that was his turning point. call it a turning point, called the teachable moment. use whatever terminology that you want. that is where we need to be present. when i say we, i mean, we. at that turning point, at that moment of truth, that teachable moment, it is imperative that resources be brought to bear. now, what are the two most impressive resources that are brought to bear at that moment. there are two major forces that helped gang members change.

i know the merchants association, the neighborhood associations, the chamber of commerce all see this as a positive way to celebrate our new year's and get everybody involve in a positive way. i'm here with all the different agencies, our parking and traffic to mohammed and his wonderful staff working with our police department, working with sfmta, and the private sector as well. we're already looking at even better practices of picking up the garage earlier, getting the streets cleaner and making sure that we do everything to celebrate positively. everybody clean their house before chinese new year's. get rid of all the bad stuff that happened last year. [ laughter ] bring in the new spirit. this is the way to do it. as we celebrate and i am looking forward to not only a great new year's celebration, but something along the lines of some local football team that we want to celebrate as well [ applause ] thank you very much. so is the out reach with the association in agreement with this now? >> i understand this, but yes, they are supportive of the ordinance. >> and they have not received it with the ordinances. >> i inquired with the sponsor and they confirmed that the organizations were in support of the proposal. >> okay, any other commissioner comments? >> okay. we are going to open it up right now to public comment. do we have public comment on item number four? seeing none, public comment is closed. and any other commissioner recommendations, or approvals. >> i have a recommendation that we might want to add an amendment that all of the windows in the front of these businesses remain transparent and open, so that we don't have that experience of like a blank space. >> sophia, the planning staff. i believe there are planning controls in place that will prohibit closing off the windows to, the controls encourage the maintenance of an active street frontage and i believe that it will be prohibited to close them off. >> thank you. >> i have no objection to this. it seem
