a gas can, lighter, rag and hammer all turned over to atf for analysis. agents have been questioning neighbors. >> for 15 minutes i was questioned. asked if i would take a polygraph. >> living across the street he complaints workers wake him up. >> it was from tampa, florida. he's been out here five times in two years about arson in oakld. obviously it's a serious situation. >> agents quizzed residents about anything suspicious. this neighborhood is a mix of older and delapidated buildings. the suspicious is that housing is too muched because people are priced out. just around the corner is a homeless camp. rent runs from $2,000 for a studio to $4,000 for a three bedroom. >> have they said how the fire started? >> we asked at the briefing with atf and oakland fire about the connections and any details on this fire compared to the one a mile away the larger one. they weren't going into any of the investigative information they have unyou can -- uncovered so far. the other side is more vulnerable. the other side the fence is higher and ta-- there's razor wi

day two, and atf investigators surveying the burn area. a potential crime scene. this fire and other suspicious fires share a similar pattern. >> all look like they have a similar signature. they are all occurring at a certain point in the construction process. when the properties are most vulnerable. this is a person who knows his craft. >> reporter: the fires are happening when the construction projects are at their most vulnerable after the wood has been placed and the sheet rock and sprinklers not installed yet. despite surveillance cameras, barbed fire, 24 hour manned security, the fires continue and there is no arrest. >> this is when they can get in, get out quick. create a real fire of huge magnitude. >> reporter: and to the arsonist or group of arsonists, a message from the city of oakland's jobs and housing coalition. >> you are only making the housing crisis work, you're only making gentrification and displacement worse. so if there is some political or social motivation, it doesn't work. stop it. we will catch you. >> reporter: we're back out here live

to solve that case and catch that bomber, it was an atf agent, an old school, old guy atf agent who helped defuse one of these walter moody bombs in 1989. and he realized, you know what? this bomb rings a bell for me. atf officer recognized the way that bomb was built. one of those bombs that didn't go off in 1989, that was intercepted and defused, one of the guys involved in defusing them recognized that bomb, recognized that technique. he remembered he had seen a bomb like that before. back in that old case from macon, georgia, 17 years earlier. he remembered the bomb, he remembered the case it came from and he remembered the guy's name who had made it and had gone to prison for it. that's how they got him. they catch these guys. that's how they do it. we're good at this as a country. today, police and federal authorities are in the possession of five unexploded bombs that were sent to 88-year-old activist, philanthropist, investor george soros. and former president barack obama, and former attorney general eric holder. we know another was sent to the home of billary -- excuse me,

atf agents have been arriving all morning. they're coming from across the country. there was a meeting this morning at 9:00 at the federal building. so they're just getting started. it does look like this is going to be a slow, but very methodical investigation. this atf agent from sacramento started taking pictures of the devastation in oakland first thing this morning. a national response team started ariving this morning. one agent came in from chicago. the agents are all here to help oakland investigators figure out why this fire started and if o.meone did start here is frorone view 7 of all the ground they have to cover. not only will they look and hear for clues, they also have footage from surveillance cameras to go through, and witnesses to question. as they do their work here, residents who live near the construction site at west grand be on the lookout, too. authorities have not said this was arson, but people seem to think it probably was, since this is the sixth fire at a construction site in oakland. residents say it could go up in flames again, so they

fbi has field offices, atf has field offices all over the country. and at those field offices, fbi houses joint terrorism task forces. so co-located within those jttfs as they are known will be state police, local police, and all of the agenfederal agencies that operate in that community. so it is very efficient. very quickly they can reach all the people they need to reach and have all the expertise that they need. atf for bombs, postal inspection service for the postal knowledge and access, fbi for management of a terrorism investigation. state and locals for what is going on the ground and getting video surveillance from nearby businesses. so they can mobilize very quickly. it is one of the great trance information makes we saw after 9/11 is the ability to do this very quickly. so i have great faith in the men and women of all of those law enforcement agencies to put this together. if anyone can crack this, they can. and it is fine tuned to handle this kind of investigation. >> and one of the strengths frankly of the new york joint terrorism task
