let's start with you, athena. the ball has been in the house's court for a few hours. what's the latest? >> hi, ana. that is the latest. normally for a debate like this we take to you the floor. but right now the house is in recess. there is nothing going on on the house floor. that's because republican leadership is having a hard time getting the votes they need to pass this short-term bill that would fund department of homeland security for the next three weeks. right now gop leadership is huddled in speaker boehner's office talking this through. that's not a good sign either. here's the problem. you have republican moderates who say let's go ahead and vote on this spending bill the senate just passed this bill that would fund the department of homeland security through the end of the year. they wouldn't do anything to try to block the president's executive actions on immigration. but you have house conservatives who said look the only reason we ever agreed to vote on this three-week bill for dhs is because we thought we'd try to find a way to get the senate bill and

athena stand by. i want to get more on what's going on. joining us our chief political analyst, gloria borger and cnn political commentator, kevin madden. gloria the house speaker has a major decision to make. will he accept what the senate has already passed do something differently, is he going to punt for three weeks? a lot is going on right now. the american public is pretty frustrated. >> if you take a step back for a minute wolf this is about the president's plan, his executive order on immigration. republicans don't want to fund that. and so this is their way of saying, look we don't want to fund immigration, therefore we're not going to fund dhs. they're kind of related. what the leader in the senate is trying to do is decouple them so you can vote on one and not vote on the other. and john boehner has his hands full as he always does, with his republicans. some of whom are balking. and the democrats are sort of sitting back saying okay you want a three-week extension, we think it's a dumb idea just fund the department they're sayi

let's go first to athena jones with more on mitch mcconnell's idea.d morning. >> reporter: good morning, carol. this new plan by senator mcconnell does noga lone to deal with dhs funding. that's a whole separate issue. the idea here by stripping out this immigration issue that conservatives really want to see coupled with the dhs bill by stripping it out as a separate bill and requiring a vote on that it could give room to then later pass a clean -- so-called clean dhs funding bill that doesn't have any strings attached doesn't have these immigration provisions attached. the problem is that even this new bill bringing it up for a vote that takes a lot of procedural hurdles that it has to overcome. the first vote wouldn't even be until friday and that of course is the deadline for the dhs to remain funded. so this is one step a long the way but it still doesn't make it clear at all that dhs is going to be funded. part of this move by senator mcconnell is also to try to put some pressure on democrats who have questioned the president's ex executive acti
