i represent the north cal athletics. nor kalikow sonics was founded in late 2004 and it is our mission to offer competitive sports programs to people of all walks of life in san francisco in the bay area regardless of their race, gender and skill. we support charities and nonprofit entities like street soccer and america scores. the buddhist church of san francisco, just to name a few. a little bit about the history -- we started offering sports programs by using facilities in 2004. i went to school there and had a close relationship to the athletics department and we expanded the program to the general public over the years. over the past 12 years, we have had a good relationship with recreation and park and generated fees without incident. i was involved in another nonprofit organization and they are still in business as well. last year alone, we reserved field slots at $68 a slot. we are here today because we are not able to mediate a solution with staff outside of this forum. we are here to admit our mistakes and wro

that's ant athletic cal to everything we believe in in america.in congress was sure that everybody has the opportunity to purchase the health care that best suits them. that the government, and i've been very up front about this. that the government has had a role of supporting those choices. and we've done it in the past with subsidizing employers who provide employer-provided health insurance but we have be provided any equal tax treatment to those who don't have employer provided health insurance. 15 years ago, i authored a bill along with actually co-authored it. dick armey was the author of it. i authorized the version of it to provide better and equal treatment to those who don't have employer provided insurance. there's no reason it is tied to employment. it made sense maybe 40, 50 years ago when people didn't change jobs very much. but today to have employer-based insurance doesn't make any sense. we need to mift away from the employer. give the power to the individual to go out and buy the insurance policy that best suits them. help with

precipitated this entire sequence of events was on february 14 of this year, we learned it nor cal athletics obtained things against violation and they have agreed. the department offers two types of permits for sale. one is the advanced permit -- but by leagues like north cow which are called lead permits. most of our fields are allocated as league permits, however, we reserve a small percentage for residents to a book on an occasional and the casual basis called the walkout window permits. these are not intended for use by leagues, as explained on the web site and league permits are burke -- booked at $68 an hour. the walk of window permits for residents to use is only $26 per hour. our permit policies prohibit the transfer of permits once issued and in paragraph 8 on each permit we issue states the following -- no assignment. this may not be assigned or transferred, violations of any of the conditions will result in depriving the licensee of further use of the facilities. once we found the violation, we noticed all permit fees, violations will occur in this type of consequence. our invest
