you seen blacks running large cities across the country with large black populations from los angeles to detroit to cleveland philadelphia and atlanta. it is not -- along with black mayors, you have city councilmembers black school board heads, police chiefs. blacks are not lacking for political clout and haven't been for decades. the question is whether that clout has been enough to lift the black underclass. i think it has not. i think the evidence is clear. even with black president. you can look at obama's track record for his eight years in office in terms of homeownership rates or income or inemployment. some cases you say a betterment. in other cases, nothing changed. in other cases you say racial inequalities grow. it's a very mixed bag. i don't think we saw the types of gains that people pursued strategies expected to be. that's the point i wanted to get in the book. the obama presidency was really the apex of a strategy that has been in place for a half century now. maybe it's time to reevaluate that strategy given the track record. host: we'll continue with our conversation to your calls for our guest jason riley. we will
