what do you see coming, congressman auchincloss?> i spoke with white house national security officials in the last 48 hours. and they have made clear mission one, two, and three are the military evacuations, first for american personnel, and afghan allies, women and girls, and those who interpreted or otherwise helped the u.s. we made promises and we intend to keep them. i want to close with a quick look back and looking forward. looking back over the last 20 years, the legacy in afghanistan is complicated. literacy is twice what it was, and there are 10times as many kids in schools than 20 years ago. the taliban are taking over a very different country. it is my fervent hope they have to adapt to the progress that was made. it is going to be on members of congress, like peter and i, the next time a president tries to force its way, we're going to have to say no. >> woodruff: we're going to have to leave it there. congressman meijer and congressman auchincloss, wearied you both. >> thank you. >> woodruff: in the day's other newscovi

auchincloss: well, what i heard from mr.re was this idea of a political settlement as the basis for withdrawal. the challenge here is that was not a negotiated political settlement. the trumpdministration in doha with the taliban a sickly committed to a unilateral withdrawal. not a conditions-based withdrawal. that is what grants, an administration the kind of leverage to use intelligence that they have to adapt on the ground. but a conditions-based withdrawal was never going to work in afghanistan. a conditions-based withdrawal works in a settlement like colombia, were you have an arms into plows program, were you have a reconciliation process where victims can seek redress and where low-level fighters are allowed to reenter civil society. where you have a political solution for problems like land-use or voting or power-sharing in a government. none of that was in existence in afghanistan. the colombian president was a nobel laureate for what he was able to negotiate. the afghan president fled at the first sign of trouble.

we're joined by jake auchincloss, now a congressman from massachusetts.ood to be back with you rachel, thanks for having me. >> what is your reaction to seeing the news? we spoke a few weeks ago after the u.s. withdrawal was well and truly underway. obviously, this isn't something that wasn't predicted. but perhaps the speed of it is a bit of a surprise. >> when i was a platoon commander in helmand in 2012, the taliban had a maximum. they would say, you have the watches, but we have the time. we could win battles for the next century in afghanistan against the taliban, and still lose the war. because counter insurgency does not admitting a military solution, it requires political leadership, and only the afghans can do that. with the americans must do right now is defend personnel from the united states who are in afghanistan. we must evacuate our allied interpreters and other contractors who served alongside us. and we must maintain over the horizon counter-terrorism operations and attacks on the homeland. those are three missions. >> in terms of the eva

joining me now is congressman jake auchincloss from massachusetts.rine corps veteran who served in afghanistan and is a major in the reserves. i don't know about you, but in the last few days that i talked to afghan vets who are borderline depressed to seeing the withdrawal, to those grateful who finally pulled a plug on a war that cost them limbs and some of their friends' lives. what's the conversation life among the people you served with? >> this president came into office facing a wrenching decision. he could go big or go home. based on the parameters of the negotiations he inherited from the trump administration, he either needed to fully draw down u.s. forces and recognize the plain truth with the counter insurgency without the political solution could not succeed or he would need to ramp up the troop presence in afghanistan by order of magnitude to prepare for an onslaught of the taliban advance and the new fighting season, basically sheparding in a new decade of the failed war. it's a lonely decision, and not a glorious one, but the right on
