to start with the audit process we have the responsibility to perform the audit in the auditing standards. first we consider the internal controls to the steps necessary to produce an effective audit approach. not to provide an opinion as you would do with the public trading company. we design an implement audit procedures to gain a reasonable but not absolute assurance as to the absence of material misstatements in the financial statement which means that we develop an audit performance materiality which we audit to. we sample transactions and analytically test accounts. we do not 100 percent test every transact action. we would be here a long time. we also form puc compliance and to the contract and to a level that could have a material effect of a financial statement and lastly on the financial statement and compliance based on our audit result. their we do issue two reports for each enterprise. first is an independent audit report on the financial statement of which is tied indicated we did issue an unmodified or clean opinion for all three enterprises and we also issue a report on th

as i said, i like to comment on the audit. i want to thank the committee for conducting the audit and the team that put it together. i think it highlighted several issues that be improved on. i want to improve on how the fire department conducts business and how they do recruitment and testing. just to touch on recruitment, our organization has noted that recruitment needs to be targeted so we can get a diverse pool, you you have to start young and get the candidates when they're young, when they're in school and have them build up because this is a career that you need to prepare for. in regard to testing, there's problems with testing. we firmly believe and i think it was proved in court, you know, even though that was an age discrimination case before the judge can allow an award, they had to prove that the test was invalid. we need to use best practices. there's some problems with the answer key being developed at the aim time. but there's other ways conducting a test. we do think we have some answers or in suggestions for

the second area was an internal audit that was conducted in the property control division. and captain john fenny the commanding officer of the property control division conducted an audit of a ten-year span from 2003, through 2012. his audit counted all of the sexual assault kits that were collected, or excuse me, that were taken into custody by the police department, during that ten-year span. 1707 kits were taken into custody by the property control division. of that group, 813 cases were sent to the crime lab for analysis. 894 cases of that group were not sent to the crime lab for analysis. however, in that group, 141 cases were the subject of our asap protocol and asap as you may recall is the department created program for, that the asap stands for the additional sexual assault evidence program. and what that does is there is a separate kit and an asap kit that is collected at the time of an
